Adhering to the concept of green development, improving the quality of the ecosystem, improving the efficiency of resource utilization, promoting the harmonious coexistence between man and nature, transforming the economy and society to green development, and forming a mutually promoting relationship with the ecological environment are one of the important tasks in the 14 th Five Year Plan period.BeijingTianjin-Hebei,Yangtze River Delta and Pearl River Delta urban agglomerations are the "growth pole" that lead China’s economic development, and are the main region of China’s participation in economic globalization. They have strong regional representation.Properly handling the relationship between the economic and social development and ecological environment of the three urban agglomerations is conducive to better achieve high-quality development. Therefore, this thesis takes Beijing Tianjin Hebei,Yangtze River Delta and Pearl River Delta as the research object, focuses on the green competitiveness level of the three urban agglomerations, analyzes the regional characteristics, spatial effects, spatial governance and obstacle factors of the green competitiveness of the three urban agglomerations, and puts forward targeted countermeasures and suggestions, which has important practical and theoretical significance for the improvement and growth of urban agglomerations. The main research contents are as follows:(1)Constructs the evaluation model of green competitiveness of three urban agglomerations in China, and analyzes the development characteristics of green competitiveness of urban agglomerations and their inner cities. The index system is constructed from the three dimensions of economic development, social progress and ecological resources and environment. The green competitiveness level of 49 cities from 2011 to 2019 is calculated by using the vertical and horizontal grade opening method, and the development characteristics of the three urban agglomerations and their inner cities are analyzed. The results show that the green competitiveness of the three urban agglomerations shows an upward trend, and the development speed of Beijing-Tianjin-Hebei is the fastest; The Pearl River Delta ranks first in green competitiveness, the Yangtze River Delta ranks second, and Beijing-Tianjin-Hebei ranks third. There is a large gap and unbalanced development among the three urban agglomerations and their internal adjacent cities.(2)Analyzes the spatial correlation and agglomeration characteristics of green competitiveness of three major urban agglomerations in China, and divides the spatial governance areas. The exploratory spatial analysis method is used to test whether there is spatial effect on the green competitiveness of the three urban agglomerations, and the global and local Moran indexes are calculated to analyze the agglomeration characteristics. The results show that the green competitiveness of the three urban agglomerations shows a positive correlation and has a significant spatial agglomeration effect, and the spatial agglomeration effect of the Pearl River Delta is the largest, the spatial agglomeration effect of Beijing Tianjin Hebei is the smallest, the spatial agglomeration characteristics of Beijing Tianjin Hebei and Pearl River Delta Urban Agglomerations are weakened, and the spatial agglomeration characteristics of Yangtze River Delta urban agglomerations are enhanced; The spatial distribution pattern of green competitiveness of Beijing Tianjin Hebei and Pearl River Delta urban agglomeration is relatively stable, and the spatial distribution pattern of Yangtze River Delta urban agglomeration is relatively unstable;Based on the results of local autocorrelation analysis, the three urban agglomerations are mapped to their spatial governance areas according to their quadrants and agglomeration characteristics,so as to carry out differentiated governance and enhance green competitiveness.(3)Analyzes the main obstacles restricting the promotion of green competitiveness of urban agglomeration and its internal cities, and puts forward the effective path to improve green competitiveness. With the help of obstacle degree model, this paper explores the main obstacle factors affecting the green competitiveness of the three urban agglomerations. The results show that only the power elasticity coefficient is the common obstacle index affecting the green competitiveness of the three urban agglomerations, and the other obstacle indexes have significant differences on the three urban agglomerations and their internal cities, and the obstacle factors change significantly with time.Based on the analysis results of spatial effect, spatial governance and obstacle factors, this paper puts forward the ways to improve the green competitiveness of the three urban agglomerations.
