| "Garbage siege" has become one of the important issues that urgently need to be resolved in China’s urban environmental governance.The key to solving the "garbage siege" dilemma is to reduce the source of garbage,so community garbage classification is imperative.Since the mid-1990s,governments and non-governmental organizations in some areas of China have begun to spontaneously explore waste sorting.Since 2000,china has listed Beijing,Shanghai,Guangzhou and other eight cities as the "first batch of domestic waste classification" pilot cities,and carried out a series of actions such as establishment of regulations,hardware equipment,publicity and education,but they still have little effect.Although in July 2019,Shanghai promulgated the "Regulations of Shanghai Municipality on the Management of Domestic Waste",which marked that the classification of domestic waste was officially incorporated into the framework of the rule of law.However,it is impossible for urban residents in China to change their awareness and behavior regarding domestic waste classification immediately.Moreover,major cities in China have different intensity and requirements for domestic waste classification management.Residents’ domestic waste classification is still a society that urgently needs intervention and guidance issue.In this process,social organizations with the goal of environmental public welfare have long been involved,and their important advocacy and mobilizationrole in community waste classification has increasingly become animportant force in community waste classification management.Chinese community waste classification has obvious characteristics of community heterogeneity.The cornerstone for social organizations to participate in the promotion of community waste classification is to improve the willingness and ability of the implementation entities of specific waste classification sites.Residents in different communities have different willingness and capabilities for waste classification.It has greatly affected the choice of action strategies of social organizations in community waste classification.The promotion of waste classification by social organizations in various communities provides a unique field for this article to study the action strategies of social organizations participating in waste management.Questions worth pondering are:(1)What role do social organizations play in the process of participating in community waste classification?(2)What behavioral strategies do they usually adopt in the process of participating in community waste classification?(3)What is the logic behind these behavioral strategies?Judging from the existing research,there is still a lack of in-depth disclosure and induction of the practical logic of social organizations to promote community waste classification.This deficiency is most obviously reflected in two aspects:First,from the perspective of research,most of the literature focuses on the"political-community cooperation" perspective to study the participation of social organizations in garbage classification.Although this research perspective has a good grasp of cooperation.The basic characteristics and interaction between the two parties ignore the specific scenarios of the community’s waste classification implementation field.Second,in terms of research content,most of the literature is a general level of how social organizations participate in waste classification management.Other subjects cooperate to form a "multiple co-governance" model for research,lacking detailed analysis of specific objects.In a nutshell,most of these studies stay on the "surface" shallow research,and lack the"point" deep empirical research.For this reason,this article attempts to answer the above questions,trying to make up for the limitations of existing research.First,try to construct an analysis framework for social organization action strategy selection from the two dimensions of policy intervention and community type.On this basis,using case study methods,focusing on environmental protection organization A and community waste classification to carry out long-term observations,and analyzing and sorting out the action strategy mode of social organizations to promote community waste classification through the "dissecting sparrow" method,and digging out a series of social organizations.The action logic behind the action strategy.Whether it is theoretical analysis or practical observation,the author finds that the actual actions of social organizations are embedded in a deep-level macro-environment and specific situation.The macro background is the institutional environment.There are many types of specific indicators of the institutional environment.However,in terms of community waste classification,this institutional environment is mainly reflected in policy intervention.The meaning of specific situations is very broad.In terms of community garbage classification,this specific situation refers to the willingness and ability of community residents to classify garbage in specific types of communities.Based on this,this paper constructs an analysis framework for the selection of action strategies for social organizations to participate in community waste classification from the meso level.In this analysis framework,social organization action strategy is the dependent variable,policy intervention and community type are independent variables;due to the different permutations and combination of policy intervention and community type,the choice of action strategy of social organizations in community waste classification has changed.This paper takes A environmental protection organization as the research object,according to the time sequence and stage process of A environmental protection organization’s participation in community waste classification,and interprets the empirical level of the analysis framework for social organizations to participate in community waste classification.The case found:(1)Compared with the government’s compulsion,the flexibility and flexibility of social organizations are more capable of continuously adapting their action strategies to adapt to different scenarios in community mobilization,thereby effectively guiding community residents to carry out garbage classification;(2)Social organizations.The action strategy of participating in community waste classification has undergone a transformation from persuasion,participation,empowerment to authorization,and significant changes have taken place in the way and content of participation;(3)The action strategy of social organizations participating in community waste classification is affected by policy intervention and community type.The dual impact of specific situations;(4)The effectiveness of political-community interaction is conducive to social organizations’participation in community garbage classification,and government trust is the key to social organizations’ legitimacy of getting involved in the community and expanding the field of action.The research value of this article is mainly reflected in two levels:one is to make up for the shortcomings of existing research at the theoretical level,and deepen the academic cognition of social organ-izations’participation in garbage classification behavior strategies.Construct a theoretical analysis framework from the two dimensions of policy intervention and community types,grasp the diversified action path of social organizations under complex structural conditions in dynamic research,make up for the insufficiency of the original static research perspective of "politics and society",and provide new ideas for academic research Direction.More importantly,the social organization action strategy selection analysis framework constructed in this paper introduces the concept of "maturity" of leadership life cycle theory,reclassifies the types of communities,enriches the classification indicators of the types of communities,and is in line with the existing behavioral strategies of social organizations.The research literature started a theoretical dialogue.Second,at the practical level,the cornerstone for social organizations to participate in the promotion of community waste classification is to improve the willingness and ability of the main body of implementation of waste classification in specific fields.This article studies the social organization’s participation in waste classification in the micro-field of the community.This article summarizes the successful practices of environmental protection organization A in participating in the community’s waste classification,providing reference and enlightenment for the promotion of waste classification in other parts of the country,and also for society from the micro Organize and participate in community garbage classification to propose more targeted practical guidance and policy recommendations. |
