Research On The Implementation Of Domestic Waste Classification Management Policy In Xiamen

With the continuous acceleration of China's urbanization process,the number of people living and living in cities has continued to increase,and the waste generated from urban life has also shown a year-on-year increase.Major cities across the country have started to implement domestic waste classification policies.In this context,the influencing factors of the implementation of domestic waste classification policies have received more and more attention.This article takes Xiamen as an example,and based on Smith's policy implementation process model,designs a questionnaire around the four basic elements of policy identification,subject execution,target group classification awareness,and policy execution environment to study the classification management of domestic waste in Xiamen.For policy implementation,the questionnaires were randomly sampled,and a two-week survey was conducted in 6 districts of Xiamen City.A total of 110 valid questionnaires were recovered.According to the results of the questionnaire survey,regression analysis was performed with influencing factors such as policy identification,subject execution,target group classification awareness,community satisfaction,and social capital as the independent variables,and policy implementation effects as the dependent variables.According to the analysis results,the variables of subject execution,target group's classification consciousness,and community satisfaction have significant effects on the dependent variables,and corresponding optimization strategies are proposed respectively.For policy target groups,they should give play to their main role and use the two-pronged approach of rewards and punishments to guide residents to participate in and supervise the implementation of waste classification policies.For policy executors,they should improve their professional standards and supervision capabilities,and entrust third-party supervision agencies to conduct regular Performance evaluation promotes the implementation of domestic waste classification policies;for community satisfaction,it is necessary to strengthen the emotional connection of the community,such as a sense of belonging and identity,especially in communities with a large number of mobile populations,to promote the implementation of garbage classification policies.This research proposes corresponding suggestions,with a view to providing useful reference for the formulation and implementation of other urban domestic waste classification policies,thereby improving China's urban management and social civilization.
