| With the acceleration of China’s industrialization process and the continuous improvement of the level of urbanization,the problem of water pollution has become increasingly serious.In recent years,online water quality monitoring technology has developed rapidly.It already has been able to carry out real-time monitoring of water quality continuously and realize early warning of abnormal water quality,which is of great significance for improving urban water safety management capabilities.The online water quality monitoring project is a public infrastructure project that integrates municipal engineering,information engineering,software engineering,and other construction content.The post-evaluation studies of water-related projects mainly focus on water supply projects,water-saving irrigation projects,and BOT-mode sewage treatment projects.Except for the existing national standards for the post-evaluation of water-saving irrigation projects,the rest are all based on specific projects,with reference to the content of the post-evaluation of water conservancy construction projects to study and establish a post-evaluation index system,and a relatively uniform post-evaluation standard has not been formed.At present,the research on online water quality monitoring was mainly based on technical research such as online monitors and early warning system construction.Some scholars have carried out research on project construction management such as schedule management,risk identification and control,but the research on the post-evaluation of the project was still in progress of exploration phase.Therefore,exploring and researching the post-evaluation of water quality online monitoring projects,establishing a more systematic and scientific post-evaluation index system,and realizing the whole process management of project construction and operation can effectively promote the healthy development of such projects.This article took the water quality online monitoring project as the research object,and utilized the literature survey method to establish an evaluation index system from four aspects:process evaluation,impact evaluation,innovation evaluation,sustainability evaluation.The relative weight of each index was calculated by the yaahp software through the analytic hierarchy process and the expert survey method.Finally,the software was used to carry out the post-evaluation of the Jinan City Water Quality Online Monitoring Project.The project resulted in a good comprehensive score of 87.66 points grade.It showed that after a period of operation,the project has produced good social benefits.Hence,it’s feasible and sustainable.The scoring sequence of the four first-level indicators was from high to low:post-process evaluation>sustainabi lity post-evaluation>impact post-evaluation>post-innovation evaluation.This hierarchy indicates that the project has excellent performance throughout the construction and operation process and has the potential for sustainable development.In terms of social and environmental impacts,although it has produced good social benefits and has a small negative impact on the natural environment,there was still improvement space for improvement,the project has achieved certain innovations,but it still cannot meet the people’s ever-growing needs.The safety of drinking water needs to constantly strengthen the building of innovation capabilities.At the same time,it summarized and refined the advantages indicators,such as the early stage of the project and internal sustainable development,and analyzed the successful experience.For low-scoring indicators,such as increased employment,public satisfaction,technological innovation,emergency response capabilities,operation and maintenance funding,operation and maintenance organizations,and management and monitoring data quality assurance,corresponding reference suggestions were put forward. |
