Abstract/Summary:
The promulgation of the Yellow River Basin ecological protection and high-quality development strategy is an important measure to transform the development mode in northern China.Studying the spatial evolution and development process of its development quality and analyzing its influencing factors are of huge significance to the evaluation of the results of the development of the Central and Western regions,and will be important for future reforms and provide reference ideas for work development.The article firstly clarifies the concept,background and logical relationship between the technology service industry and green total factor productivity,and combs and analyzes the current research status and theoretical basis of relevant literature.The research content of the article is clarified and the scientific and technological service industry has a functional relationship with green total factor productivity,the scientific and technological service industry affects green total factor productivity through technological progress,and the three hypotheses of the validity of the scientific and technological service industry support policy.In the part of green total factor productivity,static analysis studies the development efficiency of panel data of 61 cities in the upper,middle and lower reaches from 2006 to 2018.It is found that during this period: the upstream takes2018 as an example,the efficiency values are all lower than 0.6;the city’s scale variable and The efficiency of urban development is positive.Only Mongolia in the middle reaches has a high development efficiency,mainly because the indicators make Inner Mongolia’s undesired output underestimated.In the lower reaches of Shandong Province,there is more room for improvement in efficiency than Henan,and Henan is only the provincial capital at the forefront of the development efficiency ranking.In the dynamic analysis part,it is found that the dynamic development efficiency of 61 prefecture-level cities in the Yellow River Basin showed a "V"-shaped trend during the 13 years.The reason is firstly "upward and downward." Before 2013,the upper and middle reaches of the 25% quantile of high-quality development in the basin increased from 2 to 6,while the downstream cities decreased from 7 to 3;the second was Central China’s "Slowdown",the middle and lower reaches accounted for 42% of the efficiency improvement stage in 2013,but the middle and lower reaches accounted for 74% of the total number of cities in the whole basin,indicating that the downstream efficiency transformation is imminent.Through the construction of related models,this paper verifies three hypotheses from the perspective of spatial measurement,and finds that there is a positive spatial spillover effect in the changes in the green total factor productivity of the Yellow River Basin,and geographical factors have a significant positive role in promoting the green total factor productivity of the Yellow River Basin.The promotion effect of expenditure variables reveals the difference of cities.The improvement of all factors by the science and technology service industry mainly acts on the technological progress factor.High-level cities will siphon the technological progress resources of the surrounding cities and hinder the technological progress of the surrounding cities.The scale factor has strong urban heterogeneity when it plays a role in technological progress.There is a positive spillover effect in the implementation of industrial policies,and there is no resource mismatch caused by spatial competition effects.On this basis,we will increase the guidance and allocation of science and education resources in the region,actively follow the "Belt and Road" initiative,and put forward relevant suggestions in accordance with local conditions and taking the road of high-quality development in combination with actual conditions.
