Research On The Effect Of Ecological Compensation In Promoting Industrial Transformation And Upgrading In Typical Watersheds

Since the implementation of the ecological compensation pilot in the Xin’an River Basin,the local government has actively developed green industries and vigorously promoted industrial transformation and upgrading.It not only has the ecological environment been effectively protected,and has played an important role in the development of economic and social transformation.Xin’an River Basin ecological compensation has provided a model for the protection of water resources in interprovincial river basins across the country.Therefore,it is of important theoretical and practical significance to explore the effect of ecological compensation in the river basin to promote industrial transformation and upgrading.Based on the clarification of the threshold effect,regional heterogeneity effect and compensation method heterogeneity effect of ecological compensation in promoting industrial transformation and upgrading,this paper is based on the empirical data of 7districts and counties in the Xin’an River Basin in Anhui from 2010 to 2018.Through empirical testing,the study found that:(1)The ecological compensation fiscal expenditure in the region has a significant single threshold effect on its industrial transformation and upgrading,showing a "U"-shaped development trend that first declines and then rises,that is,After the stock of invested funds reached 1.67608 billion yuan,the effect of ecological compensation in promoting industrial transformation and upgrading appeared;(2)The financial expenditure of ecological compensation in promoting industrial transformation and upgrading has significant regional heterogeneity,transformation and upgrading in central areas have a greater effect;(3)Eco-compensation fiscal expenditures promote industrial transformation and upgrading with heterogeneous compensation methods.Hematopoietic ecological compensation has a greater role in promoting industrial transformation and upgrading than blood transfusion ecological compensation.Therefore,the government should pay attention to the continuity of the implementation of ecological compensation policies,implement differentiated ecological compensation based on the advantages of different local industries in the compensation area,and focus on the transition from blood transfusion compensation to hematopoietic compensation.
