Impact Mechanism Of Environmental Regulation On High Quality Development Of The Yellow River Basin

As an important national ecological security barrier and resource and energy base,the Yellow River Basin plays an important role in economic and social development and ecological security.However,due to the development conditions,geographical environment,factor allocation and other factors,the economic foundation of the Yellow River Basin is slow.The development of heavy chemical industry makes the region bear the stress of water resources and environment,and the unreasonable layout of industrial development poses a threat to its ecological function and security.The Yellow River Basin is faced with such problems as over exploitation,environmental damage,uncoordinated economic development and regional interest differentiation.With the ecological protection and high-quality development of the Yellow River Basin rising to the national strategic height,the demand of resource utilization and ecological protection asked for the high-quality development of the Yellow River Basin.It is stand in need of promoting ecological protection and high-quality development through environmental regulation.It is the research object of this paper of the Yellow River Basin,this paper concentrate on the mechanism of the impact of environmental regulation on high-quality development,and searches the new mode of ecological protection and high-quality development,which is of great significance for the realization of sustainable and healthy economic development.The realization of government regulation process mainly comes from the interaction between different stakeholders.Environmental regulation affects the behavior choice of economic entities through institutional arrangements,and has an effect on the quality of economic development.This paper starts with the interest analysis of Marxist political economy to explore the internal causes of environmental pollution and ecological damage in the Yellow River Basin.From the perspective of the behavior of economic subjects,this paper explains the mechanism of the impact of government,enterprises and public behavior on high-quality development under environmental regulation,and analyzes the interest demands of economic subjects and their behavior choices in environmental governance.Secondly,it analyzes the characteristics of environmental regulation and high-quality development level in the Yellow River Basin.This paper systematically combs the historical context of the evolution of environmental governance policies in the Yellow River Basin,evaluates the current situation of environmental pollution and governance performance,constructs a comprehensive index system of high-quality development,and grasps the characteristics of resources and environment and the change trend of high-quality development level.Finally,on the basis of theoretical explanation,this paper empirically tests the effect and mechanism of environmental regulation on the high-quality development of the Yellow River Basin,and correspondingly presents relevant policy advocacy to improve environmental regulation and promote high-quality development.The main conclusions of this paper are as follows:(1)the environmental pollution and ecological damage in the Yellow River Basin are the results of the behavior choice of economic entities in order to maximize their own interests.The interest differentiation and horizontal intergovernmental competition between the superior and subordinate governments lead to the lack of motivation of local governments for ecological environment governance.Enterprises blindly pursue profit maximization without considering environmental costs,resulting in environmental pollution.Environmental regulation can promote the government to strengthen environmental subsidies and environmental governance investment,strengthen environmental supervision,improve environmental governance performance,optimize and upgrade the industrial structure,and contribute to the improvement of environmental quality and high-quality development.Reasonable environmental regulation will stimulate enterprises to increase investment in technological innovation,change investment structure,increase environmental protection expenditure,improve production efficiency and achieve pollution reduction through cleaner production,compensate regulatory costs,and obtain mutually beneficial of economic performance and environmental effects.The increasing intensity of environmental regulation urges the public to attach importance to environmental protection.Through green consumption and have a hand in environmental improvement,the government can speed up environmental pollution control,improve environmental protection policies,and force enterprises to technological innovation to promote high-quality development.(2)From 2004 to 2017,the Yellow River Basin pollution discharge and environmental governance were elaborated.The Yellow River Basin industrial wastewater and waste gas emissions presented a descending trend,but the solid waste production increased slightly,and the energy consumption per unit GDP appeared a drop trend as a whole.The total investment in pollution control accounted for an increasing proportion of the country year by year,and the environmental pollution situation improved,but the Yellow River basin ecological environment improved The environment is fragile,and the ecological problem is still one of the important constraints to the sustainable development of China's economy and society.(3)From 2004 to 2017,the comprehensive index of high-quality development is all the way up,showing a development pattern of "high in the East,medium level and low in the west".From 2004 to 2017,the average value of comprehensive index and sub dimension index of Shandong's high quality development reached the highest in nine provinces and autonomous regions.Comparatively speaking,the high quality development level of Gansu,Ningxia and Qinghai was lower.From the perspective of different watersheds,the high-quality economic development degree of the lower reaches is higher than that of the middle and upper reaches from 2004 to 2017,with an average annual growth rate of 2.18%.(4)The impact of environmental regulation on the comprehensive index and sub dimension index of high-quality development in the Yellow River Basin is investigated empirically.It is demonstrated that environmental regulation has the boosting function to high-quality development,and is conducive to the improvement of the four sub dimensions of power conversion,structural optimization,achievement sharing and ecological protection.The high-quality development effect of environmental regulation is heterogeneous in distinct regions and cities.(5)From the perspective of mechanism,environmental regulation has the boosting function to high-quality development by encouraging local governments to strengthen environmental governance investment,forcing enterprises to innovate technology,and guiding public participation in environmental protection.In comparison with the existing literature,the main marginal contributions of this paper are from the following parts: first,focus on the high-quality development of the Yellow River Basin,pursue the reason of high-quality development level differences between provinces and cities in the basin,and clarify the relationship between environmental regulation and high-quality development of the Yellow River Basin.The quality of economic development in the Yellow River Basin is restricted by natural ecological capacity and environmental carrying capacity,so the task of protection and development is arduous.Second,from the perspective of national strategy implementation needs,it is critical to solve the contradiction between the economic and social development of the Yellow River Basin and the carrying capacity of resources and environment.Thirdly,on the basis of theoretical explanation,the paper constructs a mediating effect model to empirically investigate the impact of government,enterprises and public behavior on high-quality development under the constraints of environmental regulation,which is conducive to clarifying the role of diverse actors in environmental protection and solving the root of Environmental Governance Dilemma,so as to promote the actors to play a role in promoting the quality of economic development through environmental regulation.
