Frequent occurrence of emergencies,the safety of human life and social economic development have brought a huge threat.Emergencies exist in every field of life,typically such as transportation accidents and natural disasters.If there is an accident in the transport vehicle of hazmat materials,it will cause serious consequences such as poisoning of people and environmental pollution due to the leakage of harmful substances.Geological and natural disasters can interrupt the construction of major projects,damage equipment,and cause construction casualties.Therefore,in order to minimize the adverse impact of emergencies,it is necessary to make scientific emergency management planning for typical event scenarios.Moreover,the uncertainty after the occurrence of an emergency(such as the number of casualties,road capacity,etc.)will increase the complexity of emergency management.In this paper,the emergency management models under two typical emergency scenarios are as follows:1.A fuzzy-random two-stage emergency management model based on simulation and evaluation of the consequences of hazmat materials transport accidents;2.Interval-random two-stage emergency management model for major engineering construction with sudden natural disasters.1.A fuzzy-random two-stage emergency management model based on simulation and evaluation of the consequences of hazmat materials transportation accidentsDue to the inflammable and explosive characteristics of hazmat materials,in the process of road transportation,once an accident occurs,it will cause huge economic losses,casualties and environmental pollution.Effective planning in advance can achieve rapid and accurate rescue in the event of an accident,and can reduce the casualties and losses caused by the accident to the greatest extent.This paper introduces a hazmat materials transportation accident emergency management problem,through accident consequence simulation,to evaluate the accident severity,dynamic decision-making aid time window,based on hazmat materials transportation accident consequence simulation and evaluation of two stage fuzzy-random emergency management model,considering the material demand,available material proportion,the affected area,the complex characteristics of uncertainty.In the first stage,decisions are made on the location of facilities and inventory of materials,and in the second stage,decisions are made on the dispatch of relief materials.At the same time,the fuzzy constraint of time window is solved based on fuzzy programming,and the applicability of the model is increased.The model was applied to a small road network example and a road network in Beijing-Tianjin-Hebei urban agglomeration to verify the effectiveness and applicability of the model.2.Interval-random two-stage emergency management model for major engineering construction with sudden natural disastersIn the process of major project construction,there may be complex and dangerous natural environment,landslide,debris flow,earthquake and other safety risks,it is necessary to carry out emergency management.This paper takes the sudden natural disaster during the construction of Sichuan-Tibet Railway as a typical emergency management scenario,and establishes a two-stage planning model of multi-mode coordinated rescue,which is interval-random.Considering the uncertainty of supplies,personnel needs and route capacity,the first stage of the model decides the location of facilities for rescue,and the second stage of the model decides the transport route of relief supplies and the wounded.At the same time,the relief materials are divided into two categories according to the urgency degree,and the types of casualties are divided into three categories according to the rescue time window.An example is given to illustrate the validity of the model.There are 22 figures,9 tables and 74 references.
