With the rapid development of industrial economy,industrial structure optimization and upgrading,China’s coal industry safety production effect is remarkable,but the frequent occurrence of major coal mine accidents,coal mine emergency management capacity needs to be improved.In the new normal period,the coal industry is still an important pillar of national industry and national economy.Coal mine accident prevention monitoring,loss control and emergency response are still the focus of national and coal mining enterprises.It is an important problem to be solved urgently in the field of mining industry,which is of great theoretical and practical significance to improve the emergency management capability of major accidents in coal mine.It is of great significance to improve the emergency management capability of coal mine.In this paper,the emergency management capability of coal mine accidents is taken as the research object,based on the related concepts of coal mine accidents,the causes of coal mine accidents,the theory of coal mine 4M system and the theory of coal mine emergency management capability,this paper uses literature research,questionnaire survey,expert interview and factor analysis method to establish the monitoring and control ability,Emergency response capability,command and rescue ability,restoration and improvement ability of four dimensions and 17 three indicators of coal mine emergency emergency management capacity index system,the use of structural equation model of the measurement model of the confirmatory factor analysis and structural model of the path analysis to establish And constructs the index model of emergency management capability of coal mine based on SEM.According to the above construction model,the scientific and reasonable evaluation criteria are set up for each index.In order to avoid the influence of subjective weight on the accuracy of evaluation results,the index weight coefficient is determined by pulling the grade method.In view of the fact that the coal sample data is not easy to collect,The evaluation model is applied to the practical evaluation of coal mine.The evaluation results show that the model is more suitable than the traditional evaluation and evaluation data fitting degree.The evaluation model is applied to the coal mine actual evaluation work.The evaluation results show that the model is more effective than the traditional evaluation and evaluation data Better,with higher accuracy,applicable to the actual coal mine accident emergency management capacity evaluation.According to the path analysis of SEM structure model and the weight coefficient of evaluation index determined by the method,the relevant suggestions are given to improve the emergency management capability of coal mine from four specific dimensions:prevention and control ability,emergency preparedness capability,command and rescue ability and recovery ability.So as to provide theoretical guidance and decision support for improving the level of emergency management capability of coal mine in China. |
