Since the 20th century,the world has entered the "golden" era of industrial economic development,and the pollution caused by industrial development cannot be ignored.Like other countries,China has gradually become a world economic power by relying on industry from a developing country with backward economic strength.However,due to the extensive development mode,serious environmental pollution has been brought in the development process,which has also become the bottleneck of economic development at this stage.Therefore,the government must carry out environmental regulation to prevent further deterioration of the environment,and industrial enterprises should also carry out technological innovation through environmental regulation to control the emission of corporate pollution while realizing economic development.On the basis of theoretical research and literature research,this paper explains the current situation,existing problems and causes of industrial development in ethnic areas.And analyzes the effects of environmental regulation on technological innovation of enterprises from both theoretical and empirical perspectives.In the part of theoretical analysis,firstly the theoretical basis of environmental regulation and enterprise innovation is analyzed,which is mainly divided into externality theory and Porter’s hypothesis.Secondly,through theoretical analysis,this paper finds that from the perspective of long-term development,environmental regulation has a positive role in stimulating enterprise technological innovation.Thirdly,this paper deduces the impact on technological innovation of industrial enterprises from two environmental regulation methods: quantitative environmental regulation and market-driven environmental regulation.It finds that both regulation forms have positive effects on technological innovation of enterprises.On this basis,it puts forward the hypothesis that environmental regulation is positively related to technological innovation of enterprises.In the empirical analysis part,this paper selects industrial enterprises above designated size in ethnic regions,and empirically analyzes the impact of environmental regulation on technological innovation of industrial enterprises by constructing a core model of environmental regulation on technological innovation of industrial enterprises and a dynamic panel model with lag phase II.Selecting panel data of industrial enterprises above designated size from seven provinces with more ethnic groups in China(except Tibet Autonomous Region),including Inner Mongolia,Guangxi,Guizhou,Qinghai,Yunnan,Ningxia and Xinjiang from 2000 to 2018.The empirical analysis results show that there is a significant positive effect between environmental regulation and technological innovation in ethnic minority areas.Environmental regulation can promote the development of technological innovation in enterprises.In the dynamic panel model,environmental regulation still has a significant positive effect on enterprise innovation after the second phase lag.Finally,according to the results of theoretical and empirical research,this paper puts forward relevant policy recommendations.
