The Yangtze River Economic Belt is the axis with the greatest potential for China’s economic growth. Both the population and the gross domestic product exceed 40% of the country’s.The high-quality economic growth of the future is inseparable from the transformation and upgrading of the industrial structure. At present, environmental regulation is the main theme of global ecological protection, and further opening up is an inevitable requirement for economic integration. How to coordinate the relationship between the two and the transformation of industrial structure is the original intention of this article. This article first sorts out domestic and foreign literature on environmental regulations and the relationship between trade and industrial structure, finds the theoretical basis for research and proposes mechanisms for action. It points out that environmental regulation has three major effects on the industrial structure: corporate withdrawal, industrial transfer, and product upgrades.Trade effect on the industrial structure is divided into four stages. Then analyze the status of the three major indicators of the Yangtze River Economic Belt. This paper selects data from 108 cities in the Yangtze River Economic Belt from 2006 to 2017 for empirical research. It uses the entropy method to build an environmental regulatory indicator system, and uses the total trade to measure the degree of openness to foreign trade. The industrial structure is rationalized and the industrial structure is advanced. Each dimension is analyzed separately. The multi-collinearity test,LM test, and Hausman test were used to establish a fixed-effect model. In order to further refine the analysis results,a panel threshold model was used to study the nonlinear effects of environmental regulations and trade on the upgrading of industrial structure. The study found that, for the rationalization of industrial structure, environmental regulation and trade can have a promoting effect. For the advancement of the industrial structure, trade has a significant inhibitory effect on the advancement of the industrial structure, but its degree of effect is less than the positive effect on the rationalization of the industrial structure,so for the overall industrial structure transformation, there is a positive effect space. However, the results of environmental regulations are not significant, and a threshold effect test is required.By examining the two core variables,it is concluded that both of them have double thresholds for advanced industrial structure. The panel threshold model regression results show that: the impact of environmental regulation on the advancement of industrial structure becomes more unfavorable as the degree of environmental regulation deepens;the adverse impact of trade on the advancement of industrial structure increases first and then decreases with the expansion of trade scale.Enlightenment brought by the research results: improve environmental regulation policies and strengthen environmental regulation;continue to expand foreign trade and focus on developing service trade;strengthen industrial structure policy guidance to promote the vigorous development of the tertiary industry;deepen the reform of the talent training system, build a supply-demand integration talent team;promote natural resource conservation technologies and upgrade natural resource utilization efficiency.
