Research On Rural Domestic Waste Treatment Based On PPP Model

Since 1978,various industries in the countryside have developed rapidly,and the income and quality of life of village residents have become higher and higher.The price behind this is that the rural environment has been polluted.The biggest source of pollution is rural household garbage..This not only led to the slow development of the village,but also threatened the health of the villagers.It also affected the implementation of the rural revitalization strategy,and it was also very detrimental to the construction of beautiful villages.In recent years,some environmental protection-related policies and regulations have been promulgated from the national to the local level.The environmental pollution problem has been given considerable attention by governments at all levels,and the rural environmental pollution problem has also been dealt with accordingly,but In many areas,the problem of domestic garbage pollution in rural areas is still very serious,and it is difficult to implement some policies to control garbage and pollution,let alone effective implementation.Therefore,this paper selects HC County,a typical county of rural waste management,and analyzes the management of domestic waste in rural areas of HC County through field investigations,and the problems in specific operations,analyzes the corresponding causes,and combines the experience and technology at home and abroad.Combine the methods with the current situation in the countryside to study,so as to put forward effective countermeasures and suggestions to solve the problem of rural domestic waste management.The first chapter is the background and significance of this research.Firstly,it sorts out the researches done by domestic and foreign experts.Secondly,it briefly discusses what this article has studied,how it has been studied,and what are the differences.The second chapter explains related concepts.Explain what is the rural domestic waste,PPP model,etc.;discuss the relevant theoretical basis,such as governance,public goods,collaborative governance and other theories.The third chapter is the analysis of the rural domestic waste treatment process and whether the PPP model can be used.This chapter mainly starts from the PPP model’s own advantages,practical needs,and the conditions for HC County to operate the PPP model.The fourth chapter analyzes how HC County handles rural domestic waste,introduces the general capacity of HC County’s rural domestic waste treatment,establishes the PPP model of rural household waste treatment in HC County,and introduces the current process of change.What kind of effects the county has achieved in the governance process? Through investigation and analysis,the problems existing in the governance of rural domestic waste in HC County under the PPP model are analyzed.Chapter 5 is based on the treatment of rural domestic waste based on the HC County PPP model,and proposes corresponding countermeasures,including the establishment and improvement of the PPP system and policy system,the continuous innovation of the PPP model management system,the establishment of a supervision system,and the promotion of public participation through strengthening publicity and education And so on.The last chapter is the concluding remarks,briefly describing the conclusions of this study,analyzing the deficiencies in the study,and looking forward to the future development prospects of villagers’ domestic garbage.
