With the development of economy and the continuous progress of society,the competition within the industry is fierce.Enterprises need to improve management level,reduce prices and low profit margin to establish advantages to defeat competitors.This requires enterprises to strengthen internal fine management.For survey and design companies,the core task is to design technical services.Whether from enterprise management,project management or design management,we need to refine the management of its core resources,designer’s work.Designers are irreplaceable scarce resources.How to improve the efficiency of designers and accurately calculate the human cost of designers is the key to manage design projects.Manual hour management of project design is a very important management means for engineering design companies.At present,the main content of man-hour management is statistical management of various kinds of man-hour.By using the construction of man-hour management model,the closed-loop processing functions such as designer’s man-hour plan,man-hour declaration,man-hour approval and man-hour control are realized.Based on the case study of the man-hour management project of Jinzhou Design Institute of Northeast Refinery and Chemical Industry,this paper lists in detail the workload of the daily design projects covering the stages of research,preliminary design,construction drawings and the man-hour quota of each specialty.According to the project process,starting from the creation of the project,the project engineer enters the project code,project name,project manager,design team professionals and members,project design stage,project duration,etc.The project manager is responsible for creating the WBS structure and assigning it to the corresponding WBS leaders of all professions,and then the start and end time of each WBS decomposed according to the project schedule constraints is determined by the project schedule.Physical designers input the working hours on the corresponding items of the system according to the actual work content and working time every day.Then report it to department leaders and project managers within the prescribed time of each month.The project manager checks and approves according to the company’s design time quota.Inspection and restraint by the working hour management team formed in the hospital,problems encountered and solved in time.The hospital regularly organizes various professional departments to revise the quota,and gradually standardizes the project design man-hour management.Through the practice test,it can be concluded that the design enterprise carries out a series of management work,such as man-hour estimation quota,design progress plan,quota inspection and revision,through the man-hour management of project design,realizes the purpose of man-hour quantification and performance appraisal,improves the management level of design work,reduces the cost of project design,guarantees the design progress and improves the construction as a whole.Comprehensive benefits of the Planning Institute.
