Research On CQ Company Drilling Engineering Budget Management System Based On Quota

In the production and operation management of modern petroleum enterprises,budget management is a very important part.The development of budget management will not only have an impact on its production and operation,but also has a close connection with the financing and investment activities of enterprises.The era of low oil price has arrived.China's oil and gas industry must pay attention to the development of efficiency,reduce cost and increase efficiency,and strive to save cost and reduce budget,so as to increase the sustainable development benefit of the industry.Drilling engineering is a part with the largest investment,the most complex and the highest risk in the stage of oil and gas field development.In the face of the possible long-term low oil price environment,it is the top priority to do well the budget management of drilling engineering to maintain the long-term development of enterprises in the fierce market competition environment.The CQ "quantity price x" adopted by enterprises of drilling engineering budget management mode in terms of market demand and to participate in control can not meet the needs of oilfield enterprises under the new situation,under the control of the complex of drilling operation process technical requirements,the continuous development of new technology,constantly as the price of the market volatility,as well as the "market price" budget system reform requirements,CQ Company urgently needs a market-oriented budget management system with simple statistical calculation,efficient and convenient management and high control intensity.This paper takes CQ Company as the research object and takes the business process of drilling engineering as the research basis to construct the budget management system of drilling engineering based on quota.First of all,on the basis of literature review of budget management,quota index system establishment and drilling project budget,this paper explores the theoretical basis of CQ company's budget management system based on quota,which mainly includes project investment budget management theory,whole process budget management theory and drilling project budget management theory.Second,begin from research CQ to drilling engineering budget management status,found that the company currently drilling engineering budget work cycle is long,heavy workload,not to implement management function,perform the inspection not rigorous,budget problems such as lack of effective supervision,thus affecting the effects of drilling engineering budget,to meet the authors efficiency goals,Therefore,it is necessary to establish the budget management system based on quota in CQ Company.Then focus on specific building scheme based on quota of budget management system,based on quota of drilling engineering theory,this paper discusses the feasibility of the budget management system,has been clear about the budget management target,the budget management system structure,design principle,design framework is illustrated,and the quota was built.Then through the construction of the quota index system,the budget based on the quota for preparation,proposed the budget approval,implementation and evaluation process,and based on the quota for verification of the budget indicators,finally put forward the budget safeguard measures.The establishment and application of the budget management system of drilling engineering based on quota provide a model and experience for the standardized construction of the budget management system of other engineering construction fields.Taking this as the starting point,it will gradually promote the comprehensive construction of "quantity and price separation,market-oriented" budget management system in the field of geophysical exploration,ground construction and other engineering construction fields,and drive the scientific and standardized level of budget management in all engineering construction fields of oilfield companies.
