Research On The Effect Of Environmental Regulation On Industrial Green Total Factor Productivity

In the four decades of reform and opening,China’s industry has been developing rapidly,at the same time,it has consumed a lot of resources and energy,produced a large number of pollutants such as waste water and exhaust gas,and seriously damaged the ecological environment.Since the beginning of the 21 st century,governments at all levels of our country have gradually increased the importance of ecological environment and increased the investment of environmental protection funds.Increasingly stricter environmental regulations have had multiple impacts on the green production of industrial enterprises in various regions.We should study these influences to promote the transformation of industrial enterprises towards resource-saving and environment-friendly green production methods,and it is the key to achieving China’s industrial green transformation and sustainable development.This paper finds that domestic and foreign scholars’ existing research on industrial green total factor productivity(GTFP)mainly focuses on index calculation or factor decomposition,and it discusses the relationship between environmental regulation and industrial green total factor productivity,and discusses the mechanism of environmental regulation affecting industrial green total factor productivity from production cost,technological innovation,foreign direct investment and other aspects through organizing past research literature.This paper uses the SBM-GML index to measure the industrial green total factor productivity of 30 provinces and cities in China from 2005 to 2017,and uses this as an explanatory variable,then builds a comprehensive model of the effect of environmental regulation on industrial green total factor productivity,selects the investment in industrial pollution control and the environmental attention degree of the government as the two variables of measuring environmental regulation,evaluates the influence by regression analysis method.The main conclusions of this paper are:(1)From 2005 to 2017,the industrial green total factor productivity of 30 provinces and cities in China shows an upward trend,and the increase range is from middle to west,and then east.In terms of green total factor productivity levels,the eastern region is highest and western regions is the lowest.(2)The effects of different types of environmental regulation on industrial green total factor productivity vary greatly.At the national level,there is a U-shaped relationship between the two environmental regulation variables and industrial GTFP,but the two regulations have different effects on industrial GTFP.At the regional level,there is a U-shaped relationship between industrial pollution control investment and industrial GTFP in the eastern region,but the environmental attention degree of the government is not obvious.The effects of two kinds of environmental regulation in the central region are not obvious.The effects of two kinds of environmental regulation in the western region are U-shaped relationship.(3)From the perspective of the indirect effects of environmental regulation,two environmental regulation variables at the national level promote GTFP through technological innovation,which confirms Porter’s "innovative compensation effect",but the indirect impact of foreign investment is not obvious.At the regional level,the environmental attention degree of the government of the eastern region has indirectly promoted GTFP through technological innovation.The indirect effects of technological innovation of two environmental regulations of the central region are not obvious.The industrial pollution control investment of the western region has an indirect effect through technological innovation.The two environmental regulations in the three regions all promoted GTFP by foreign investment.On the basis of the above research conclusions,the policy suggestions proposed in this article are: the industrial layout of the east,central and western regions should be reasonable,the government should appropriately improve the intensity of environmental regulations and implement differentiated environmental regulation policies,encourage enterprises to increase technological innovation and cooperation,and optimize the capital structure and ownership structure of the industrial industry.
