| With the continuous expansion of China’s industrial scale,environmental pollution and energy consumption have become important factors restricting China’s industrial economy.How to achieve a "win-win" for economic development and environmental protection has become a hot topic in current research.The strong Porter hypothesis believes that environmental regulation can not only stimulate corporate innovation,but also improve corporate competitiveness.Due to the heterogeneity of industrial industries,different regulations have different effects on different industries.Finding the impact of various types of environmental regulations on the industry,and combining the current situation,to formulate a reasonable and effective environmental policy portfolio to promote the green and high-quality development of China’s industry are currently urgent issues to be resolved.Based on previous research,this article first divided the industrial industry into heavy-,middle-,low-polluted industrial sectors by constructing a pollution-intensive index.Second,from the perspective of the government,the market,and individuals,the environmental regulations are subdivided into three types: command and control environmental regulation(CER),market-based incentive environmental regulation(MER),and voluntary compliance environmental regulation(VER).The three types of environmental regulation are measured.Third,use the Super-EBM model and GML index to measure the green total factor productivity(GTPF)of Chinese industries.Finally,using the SYSGMM model and threshold regression to test the impact of three environmental regulations on the GTFP of different polluted industrial sectors,and comparing the current regulatory intensity,the optimal environmental policy combination and related recommendations suitable for the current development of China’s industrial economy are given.The innovations of this article are:(1)this article uses the environmental protection tax to measure the amount of industrial pollutant emissions.From the perspective of the degree and intensity of pollution emissions,a comprehensive index is established to classify them,avoiding the calculation distortion among different pollutants.The results have more reference value.(2)this paper uses an EBM model that combines the advantages of both radial and non-radial models,and uses the super-efficiency model to resolve the shortcoming of multiple decision units of 1,which can reflect its real development situation.(3)Third,from the perspective of industrial heterogeneity,this paper considers the impact of CER and MER on the GTFP of the industry,and incorporates VER into the research category.By refining the type of regulation,not only proves the impact of the current environmental regulations,but also finds out the optimal combination of environmental regulations that are currently suitable for the development of various polluted industrial sectors.It has practical reference value and guiding significance. |
