Improving the rural living environment is one of the important tasks of implementing the Rural Revitalization Strategy,which is related to the fundamental well-being of the people and the construction of beautiful and livable villages."Toilet revolution",as one of the important contents of human settlement environment renovation,is an important measure to promote the governance of rural human settlement environment and realize the construction of beautiful countryside.Since the State Council issued the "three year action plan for rural human settlements improvement" in 2018,all localities have actively implemented the toilet improvement work and achieved remarkable results.As the direct participants and beneficiaries of the "toilet revolution",the willingness of rural residents to participate will directly affect the effective promotion of the "toilet revolution".How to improve the initiative of rural residents to participate in the "toilet revolution" has become one of the urgent problems to be solved in the process of promoting the "toilet revolution" in the renovation of rural living environment.Based on the public goods theory,planned behavior theory,public participation theory and farmers’ behavior theory,this study from the perspective of rural residents,through field survey and questionnaire,investigates the current situation of rural residents’ willingness to participate in the "toilet revolution" in Naiman Banner,and uses binary logistic model to analyze the impact of rural residents’ willingness to participate in the "toilet revolution" This paper makes an empirical analysis of the factors affecting the quality of the products.It is found that gender,age,marital status,health status,occupation,experience of village cadres,annual family expenditure,years of education,satisfaction with the sanitary conditions of their own toilets,awareness of the necessity of promoting the "toilet revolution",villagers’ trust,policy publicity and toilet reform subsidies are the significant factors influencing the willingness of rural residents to participate in the toilet reform.The old ideas of villagers,lack of self-awareness,the lack of attention of the government to the rural toilet renovation work,the single source of funds for toilet renovation,and the relatively lagging policy are the bottlenecks restricting the willingness of rural residents to participate in the toilet renovation.Therefore,this paper proposes to change the villagers’ ideas,improve the villagers’ self-awareness,increase policy publicity,expand the source of funds,and improve the toilet renovation system And provide the corresponding theoretical reference for the decision-making of the grass-roots government,so as to promote the rural toilet reform work more scientific and reasonable,mobilize the enthusiasm of rural residents to participate,and make the "toilet revolution" effectively carried out.
