With the continuous development of the economy,the traditional industrial development model has caused the problems of energy consumption and resource shortage,the global ecological environment has been deteriorating,and human beings have paid more and more attention to environmental issues.In order to achieve the coordinated development of the economy and the environment,the Chinese government has issued a series of environmental regulation policies in recent years to reduce pollution emissions.Since the reform and opening up,the resources and consumption of foreign trade in China’s industrial industries have been huge.Strengthening the intensity of environmental regulations is bound to pose a huge challenge to the export of Chinese industrial enterprises.The increase in the intensity of environmental regulations will increase the production costs of exporting enterprises,and the increase in the production costs of exporting enterprises will further affect the innovation of exporting enterprises.In this context,it is of great theoretical and practical significance to study the impact of environmental regulations on the innovation of export enterprises and explore whether a win-win situation of environmental and corporate innovation can be achieved.This article studies the impact of environmental regulation on the innovation of export enterprises from both theoretical and empirical aspects.This article first reviews the research progress on environmental regulation and corporate innovation,and then analyzes possible innovation points and deficiencies in this article.Secondly,this article analyzes the effect mechanism of environmental regulation on innovation of export enterprises from the aspects of cost effect and competition effect.Then,the author describes the current status of China’s environmental regulatory policies,the intensity of environmental regulations,and the characteristics and facts of innovations of Chinese export enterprises in different polluting industries.In the empirical part,this paper analyzes the relationship between the innovation of export enterprises and the intensity of environmental regulations by using panel data of 18 industrial categories from 2000 to 2006,and the Difference In Difference method is used to further study the impact of the implementation of the Cleaner Production Promotion Law on the innovation of export enterprises in industries with different pollution intensity.The study found that,on the whole,environmental regulation has a negative impact on the innovation of export enterprises,but for enterprises that mainly export to developed countries,environmental regulation has a positive change relationship with export enterprise innovation.Compared with lightly polluted industries,the implementation of the Cleaner Production Promotion Law has reduced the innovation ability of export enterprises in heavily polluted and moderately polluted industries.The results of this study show the relationship between the intensity of environmental regulations and the innovation of exporting companies to a certain extent,and take into account the differences between the major exporting countries of exporting enterprises and the pollution levels of their industries.Therefore,when formulating environmental policies,relevant departments should consider the impact of environmental policies on the innovation of export enterprises,and formulate a reasonable intensity of environmental regulations in order to achieve a win-win situation of improving the ecological environment and enhancing the innovation ability of export enterprises.
