Study On The Performance Evaluation Of Fallow Policy In Heavy Metal Pollution Areas

To understand the status of policy implementation and improve the work better,it makes sense to carry out the performance evaluation of farmland fallow policy.As the most basic level government,the township government is the implementer of the farmland fallow policy.At the same time,it plays a role in connecting the higher-level government and the masses.The work of township governments has a direct impact on the implementation of the fallow policy.However,the performance evaluation of the fallow policy from the perspective of government is rare due to the relatively short implementation time of the fallow policy.Based on the theory of public value,this paper constructs a performance evaluation index system for the fallow policy on heavy metal polluted farmland from four value dimensions of economy,efficiency,effectiveness,and equity.This paper chooses the pilot town of Ningxiang,Changsha,Hunan Province as the research area.Relevant data on the implementation of fallow policy in the research area is obtained through questionnaire surveys and interviews.The analytic hierarchy process and the established evaluation index are used to calculate.This paper evaluates the implementation performance of the fallow policy in the study area,and briefly discusses how the four value dimensions affect the evaluation results of the policy performance,and on this basis,puts forwards some suggestions for improving the fallow policy of heavy metal polluted farmland.The results show that:(1)To implement the fallow policy,the township government has a relatively complete behavior pattern,in which the positive behaviors promote the realization of the policy goal,while the negative behaviors cause the deviation of the policy implementation.The game between the two sides together determines the final effect of the fallow policy.(2)The fallow policy performance evaluation index system constructed from the four public value levels of economy,efficiency,effectiveness and equity is a comprehensive evaluation index system,which includes the policy implementation process and implementation results.(3)From the perspective of the township government,the result performance of the fallow policy in the study area is at a good level,while the process performance is at an excellent level.The comprehensive evaluation of result performance and process performance has corrected the low cause of the policy evaluation result that only considering result performance.(4)High quality of the fund utilization efficiency and resource allocation are important guarantees for the smooth development of fallow policy.While the existence of problems,such as low participation of farmers,makes fallow policy performance lower than expected.In summary,from the perspective of the township government,in order to ensure the effectiveness of the fallow policy implementation,it is necessary to increase financial guarantees and allocate resources effectively to ensure the material basis of fallow.It is also necessary to establish a sound supervision and feedback mechanism to deal with problems in time,and further improve the government’s execution power.Make more people know the fallow policy and ensure the transparency and equity of the police can help increase the level of participation of farmers.At the same time,it is necessary to improve the relevant legal system and further improve the policy design to increase the credibility of the government.
