Research On Performance Evaluation Of Wastewater Treatment PPP Project

Since the reform and opening up,the water environmental protection has received increasing attention from the Chinese government,and solving the problem of ecological environmental protection has become the primary task.Wastewater treatment is an important industry that guarantees the country’s energy-saving,emission-reduction and green waters.It has strong environmental protection attributes,large investment,low financial return rate,long payback period and insufficient marketization.The introduction of the PPP model will relieve local financial pressure and improve the ability of wastewater treatment.In the wave of wastewater treatment PPP projects,performance management has also become one of the important responsibilities of government industry authorities.Based on this,in order to establish a process-oriented assessment system that is conducive to improving the management level and service quality of wastewater treatment,this paper proposes the research on the performance evaluation of wastewater treatment PPP projects,with a view to improving the performance evaluation system of wastewater treatment PPP projects,realizing "pay for effectiveness",improving the efficiency of resource utilization and promoting the realization of the overall goal and value for money of the project.Firstly,this paper analyzes the concept and characteristics of wastewater treatment project,discusses the meaning and characteristics of PPP model,performance appraisal and PPP project performance appraisal,and introduces the incentive theory,principal-agent theory and stakeholder theory needed to establish the performance appraisal system.Secondly,the paper puts forward the objectives and principles of performance appraisal of wastewater treatment PPP projects.By studying the current situation of performance appraisal policy,appraisal methods and appraisal application,it is It is analyzed that there are some problems in the current performance appraisal of wastewater treatment PPP projects,such as imperfect policy documents,inadequate supervision mechanism,unequal rights and obligations,lack of incentive function and insufficient application of appraisal results,which paves the way for the construction of performance appraisal system in this paper.Thirdly,through the qualitative analysis of performance appraisal,combined with incentive theory,principal-agent theory and stakeholder theory to build the performance appraisal system of wastewater treatment PPP project,and then proposes the performance evaluation subject,content and method of performance appraisal of wastewater treatment PPP project,as well as performance appraisal index setting principles,setting basis and setting methods,and uses the literature research method and expert survey method to select and explain the indicators,and then uses the analytic hierarchy process to determine the indicators by sorting out the questionnaire.After that,the specific evaluation standards and scoring methods are set up,and the implementation of the security measures are put forward.Finally,this paper uses actual cases to apply the constructed performance appraisal system,and scores each appraisal index by constructing a fuzzy comprehensive evaluation model.The project performance level is determined according to the performance score,and the index results are evaluated.Individual and comprehensive analysis,and corresponding suggestions and result feedback for the problems found in the project performance appraisal.The model results show that the system is more conducive to incentivizing social capital to improve the quality of operational services,ensuring the rights and obligations of all stakeholders,maximizing economic and social benefits,and verifying the effectiveness and feasibility of the assessment system.It is expected that the construction of this system will play a certain role in promoting the healthy development of wastewater treatment PPP projects.
