The national economic and social development requirements for wastewater treatment efficiency have gradually increased,and China's wastewater treatment PPP projects have been widely used and implemented,but at the same time also brought some problems,such as during the implementation process,they may face blind actions in the preparation stage,out of control costs during the construction stage,Problems such as low efficiency and incomplete management system during operation.At the same time,the sewage treatment PPP project also lacks a performance evaluation system based on the entire life cycle.Based on the current development status of sewage treatment PPP projects in China,this paper comprehensively evaluates the performance of PPP projects based on the performance evaluation characteristics of the sewage treatment PPP project.Due to the short implementation time of the sewage treatment PPP project,the lack of a systematic and comprehensive performance evaluation system,and the lagging of sound project operation and perfect supervision,all will make it difficult for the sewage treatment PPP project to develop healthily and sustainably.Therefore,in order to improve the implementation status of the wastewater treatment PPP project,ensure the smooth implementation of the project,provide real feedback to the government and social capital in a timely manner,and provide a certain reference for subsequent performance evaluation research,this paper conducts performance evaluation research on the entire life cycle of the project.In order to guarantee the fairness of performance evaluation,this paper takes the perspective of a third party to establish a performance evaluation system in line with the characteristics of wastewater treatment PPP projects.First,based on the status quo of performance research on wastewater treatment projects and PPP projects,the article analyzes the existing literature,and initially selects 49 performance evaluation indicators.Second,it invites experts to use key questionnaires to score key performance indicators and apply them.SPSS processes and analyzes the collected data,further optimizes the performance evaluation indicators,selects 41 performance indicators,and then identifies the main components of the performance evaluation indicators through factor analysis,which is divided into 4 primary indicators and 41 secondary indicators.Performance evaluation index system;again,based on the establishment of the index system,use Smart PLS to establish a structural equation model of performance evaluation indicators,determine the path relationship of the evaluation indicators,and determine the index weights by path coefficients;finally,establish the performance based on the fuzzy comprehensive evaluation method Evaluate the model,and conduct an empirical analysis on the “Phase III New PPP Project of Zhaodu Jindu Wastewater Treatment Plant” to test the applicability of the model and find the weak links in the implementation of the project based on the analysis results.Through the research of this paper,it is found that in addition to the factors that directly affect the project performance at each stage of the project,the stages also affect each other.According to the results of the empirical research,put forward specific optimization suggestions,improve the inter-departmental and inter-professional communication mechanism,and strengthen the contractual relationship between the government and social capital;improve the pricing mechanism for wastewater treatment PPP projects,and attach importance to internal management of enterprises;Ensure the independence of performance evaluation and refine the supervision standards to make them more standardized and institutionalized.
