After the 18 th CPC National Congress,more and more attention has been paid to ecological environment protection and ecological civilization construction.General secretary Xi Jinping repeatedly stressed the importance of protecting the ecological environment.We should cherish and protect the ecological environment and pay close attention to the development of the ecological environment.In the nineteen major reports,general secretary Xi Jinping pointed out that if we want to achieve a harmonious co-existence of man and nature,we must identify and implement and practice the concept of lucid waters and lush mountains are invaluable assets.At the same time,with the rapid evolution of economy,the importance of green living environment is gradually increasing.The concept of lucid waters and lush mountains are invaluable assets is accepted and recognized by the masses.At the same time,with the gradual advancement of new urbanization,the urbanization rate is gradually rising.Therefore,there are more and more urban residents and the requirements for urban green living environment are also higher and higher.Although the amount of green public investment in China is increasing year by year,the efficiency of green public investment has not been improved.At the same time,there is little research on the driving factors of green public investment.Therefore,it is necessary to measure the efficiency of green public investment and study its driving factors.Through the research,we can make clear the driving factors of green public investment efficiency and further improve the efficiency of green public investment.At the same time to make contributions to China’s environmental protection and sustainable economic development.On the basis of previous research results,this thesis structures a reasonable evaluation system of green public investment efficiency through combining with the current statistical caliber of green public investment in China,In addition,the super efficiency SBM-DEA model are used to measure the efficiency of green public investment of 30 provinces in China from 2004 to 2017.Next,this thesis researches the temporal and spatial evolution of green public investment efficiency.Through Theil index to clear the difference of green public investment efficiency in China,and further uses Markov chain to study the distribution and transfer trend of green public investment efficiency.Finally,this thesis studies the driving factors of green public investment efficiency by using Tobit regression model.The empirical results indicate that the efficiency of green public investment varies largely among different regions and provinces in China.The overall efficiency of green public investment demonstrates a trend of first stable,then declining,and finally rising;In addition,the results of the Taylor index show that the differences between the provinces in the eastern region are greater than that between the central and western provinces,while the smallest difference is the western region.Markov chain shows that the overall efficiency of green public investment in China has a trend of getting better.As time goes by,the probability of low level of green public investment is higher in the initial state,and 62% of the probability will be transferred to medium level of green public investment efficiency or above in the steady state;Finally,the regression model presents that the efficiency of green public investment has a positive correlation with technological progress.While it has a negative correlation with the type of industrial structure and the urbanization rate;Through these researches,the thesis proposes rational policy suggestions for the improvement of the efficiency of green public investment in China: adjust measures to local conditions,improve the utilization rate of funds,narrow the difference of green public investment efficiency in different provinces;increase investment in science and technology and improve the application of science and technology in the ecological environment;promote the development of green urbanization;change the mode of economic development and promote the transformation of industrial structure;In addition,we should further improve the awareness of environmental protection.
