Research On The Dilemma Of Rural Environmental Governance

With the rapid development of China’s society,the development of economy,culture and other fields presents a prosperous scene.However,from the perspective of philosophy,the development of things is relative.While we enjoy the rich fruits of development,we also bring about ecological and environmental problems due to excessive development.At present,ecological and environmental problems seem to have been listed in the world ranking.The problems need to be solved urgently.In 2020,President Xi Jinping followed the theory of “beautiful country scene and green water”,and then put forward “promoting green development and promoting the harmonious co-existence of man and nature”.It is obvious that environmental protection and its governance problems began to enter the“industrial form "" after the prevention and control,and we will share the same fate and survive together in the future.China has a vast territory,a large number of people and is mainly distributed in rural areas.In China’s long historical development,rural areas,as the absolute “main force”,are closely linked with the development of the country and the main force of the mass base.They have played an important role in the development of the country.2020 is the first year of the fourteenth five year plan.China’s Ministry of human resources once held a press conference and said,“2020 is the year of China’s development.” The overall well-off society has achieved phased success “,which means that China has basically achieved a well-off society,people’s food and clothing problems have been effectively solved,in the process of tackling “the well-off society”,the ways and methods adopted may cause harm and persecution to the environment,so the environmental governance work,like other campaigns,should not only be carried out in cities,but also be strengthened We should start from the layout of rural environmental governance and start from the grass-roots level.Only when the grass-roots work is done well,can environmental governance and ecological environment work be effectively improved.From the perspective of rural value and Environmental Governance Dilemma,this thesis discusses the environmental governance work led by the government.The government led governance can be implemented from point to area,and finally form the "automatic control system" of rural environmental governance work.The main problems to be solved are that although the rural areas have their own value,some traditional and inherent problems still exist,such as garbage discarded at will,pesticide bottles and bags not sorted and processed in a centralized way,and the ecological environment presents a“thorny rush hour” to be solved.From the perspective of administration,this thesis will link the theory of public administration with the current rural environmental governance,and try to explore positive and effective new governance measures and models,provide“model” for the countryside,speed up the pace of China’s environmental governance,and welcome the beautiful “small bridge and flowing water and picking Chrysanthemum under the East fence”.In addition to using the relevant theories of administrative management and public governance,this thesis also uses the methods of literature review,comparative analysis,field investigation,etc.based on the actual situation of Gaozhuang village in Huaiyuan County,the research points out that there are still some problems in rural environmental governance under the guidance of the government,such as single governance subject,inadequate work implementation,insufficient supervision,and lack of governance infrastructure Learn from foreign advanced governance methods,combined with the local actual situation and the situation of the grass-roots government,find out the way to solve the dilemma of government led rural environmental governance,give full play to the functions of the grass-roots government,build a multi-subject governance network,improve the governance system mechanism and legal system,at the same time,strengthen the use of comprehensive means of governance,play the role of the main body of social capital,the most effective way After that,it created a new way for China’s rural environmental governance,and achieved stable environmental governance,which helped to add color to China’s “green waters and clean mountains”.
