The Study On Transfer Payment Of Ecological Compensation In The Yellow River Basin

The extensive economic development model of China has brought a lot of irreversible damage to the ecological environment,and the ecological problems of river basins have become increasingly prominent.The deterioration of river basins ecological environment not only affects the sustainable development of ecosystem,but also restricts the development of society and economy.As the second longest river in China,the Yellow River is an important ecological barrier in China.It plays a significant role in ecological security and economic development.Facing the worsening ecological environment of the Yellow River Basin,it is urgent to strengthen the management and protection.The river basin ecological compensation transfer payment system can regulate the interest relationship between ecological protectors and destroyers,and encourage relevant parties to enhance the awareness of ecological environment protection based on the reward and punishment mechanism.At present,the transfer payment system of ecological compensation in the Yellow River Basin has been explored preliminarily,but the Yellow River Basin are large and complex,so it is still far away from the goal of co-governance in the whole river.The transfer payment system of the whole Yellow River has not been formed.In this paper,the Yellow River basin ecological compensation transfer payment system is selected as the research object.And it carries out the research according to the idea of " research background and significance-basic theoretical analysis-current situation of ecological compensation in The Yellow River Basin-foreign and domestic experience reference-ideas for constructing the whole basin ecological compensation transfer payment system-policy suggestions".On the one hand,it discusses the path to improve the vertical transfer payment system,on the other hand,it puts forward the idea and specific path to construct the horizontal transfer payment system.It is clear that the vertical transfer payment should play the role of guidance and incentive in the ecological compensation of the whole Yellow River Basin,and at the same time,we should build a scientific and reasonable horizontal transfer payment system to make it play an important role in the process of regulating regional external effects.The paper consists of six parts.The first part is the introduction,which mainly introduces the background and significance,methods and ideas,main innovative points and shortcomings in the research.The second part is the basic theoretical analysis.On the basis of clarifying the concept of ecological compensation,this paper mainly analyzes the theory of public goods and fiscal authority,the theory of externality and regional coordinated development,the theory of ecological civilization and sustainable development,and the theory of ecosystem service value.The third to the fifth parts are the core content of the article.Based on the analysis of the current situation of the river basin ecological compensation transfer payment system in the Yellow River area,it is found that there are some shortcomings,such as the narrow coverage,the fuzzy relationship between right and responsibility,and the unformed horizontal transfer payment system.Then,this paper selects typical international and domestic river basin ecological compensation cases,and summarizes the experience through comparative analysis.In the fifth section,this paper puts forward the ideas and methods of constructing the ecological compensation transfer payment system in the Yellow River under the overall consideration,which are based on the water resources value and cost method.Finally,based on the analysis of the first to the fifth parts,combined with the actual situation of our country,this section puts forward some policy suggestions,such as improving the relevant legislation,clarifying the right and responsibility of ecological compensation,making the vertical transfer payment system play a full role,promoting improvement of horizontal transfer payment system steadily,and improving the performance management of ecological compensation.
