Design Of Standard Model For Horizontal Ecological Transfer Payment

Since the reform and opening up,China’s economic development has been rapid,and the resulting problems of resource shortage,environmental pollution,and ecological degradation are very serious.As a public product or public service,the ecological environment has a crossregional nature,making cross-border pollution a constraint.The difficulties and pain points of the government’s environmental protection work are also one of the reasons that hinder the achievement of China’s environmental protection goals.Because the responsibility for environmental protection is difficult to define clearly,and there is no reasonable management and supervision mechanism,each region only considers its own interests when developing the economy.To despise or even ignore environmental issues.Therefore,it is of great significance to deepen the study of the root causes and changing characteristics of environmental problems,strictly define the responsibility of environmental protection in various regions,and formulate a reasonable and feasible ecological transfer payment system to solve environmental problems and promote sustainable economic development.This paper comprehensively uses the research methods of literature method,comparative analysis method and case deduction method to design the compensation standard of horizontal transfer payment.First of all,based on the analysis of literature research,systematically sort out and summarize the purpose and standard of fiscal transfer payment,and the meaning and methods of ecological compensation,and understand the mechanism of horizontal ecological transfer payment on environmental protection.Secondly,compare the compensation methods and compensation standards of successful ecological compensation experience at home and abroad,analyze the current compensation models and effects,and design a universally applicable model framework based on the increasingly mature ecological accounting methods.In the model,the upper and lower limits of environmental protection are set,and the compensation subject is defined twice in consideration of the overall ecological region protection environment status,so that the qualitative model is suitable for ecological compensation cases involving two or more compensation subjects.Through the analysis of the existing ecological compensation effect,the compensation standard is divided into four parts from different angles,focusing on the role of incentives and guarantee mechanisms.Finally,the model is applied to the Xin’anjiang River Basin to obtain a more reasonable amount of compensation and analyze its ecological compensation model.Finally,it proposes policy recommendations on the status quo of China’s horizontal ecological compensation.Studies have shown that the combination of the horizontal ecological transfer payment incentive evaluation mechanism and the compensation standard can give more powerful compensation data,and in theory can also more effectively restrain the local government ’s pollution of cross-border ecology,strengthen the local government ’s investment in ecological protection,and mitigate Ecological compensation financial pressure.
