Sewage treatment plant plays an indispensable role in improving water environment quality and promoting water system circulation.and its operation service bears the important responsibility of water environmental pollution control.With the deepening of market-oriented reform in the water industry,the investment in the construction and operation of sewage treatment plants has been more and more favored by all kinds of investment enterprises.By analyzing the status quo of China’s sewage treatment industry and the transformation of investment and financing mode,the importance of performance evaluation to government departments,investment enterprises,sewage treatment enterprises and the public is analyzed,and the value of performance evaluation for sewage treatment plants is clarified.Based on the ESG concept,this paper proposes the "ESG+E" sewage treatment plant performance evaluation system,which comprehensively evaluates the performance of sewage treatment plants from four aspects: environmental impact,social responsibility,corporate governance and economic benefits.This paper establishes AHP-fuzzy comprehensive evaluation model for sewage treatment plant,and designs 17 evaluation indexes from four aspects: environmental impact,social responsibility,corporate governance and economic benefits.According to the current characteristics of China’s sewage treatment plants,the evaluation criteria and standard values of 17 indicators were determined by referring to the existing standards and specifications,literature cases and combined with the field investigation,and the evaluation criteria were divided into 5 grades,which provided a reliable standard basis for performance evaluation.By means of questionnaire surveys,the analytic hierarchy process was used to determine the weights of evaluation indicators,and 223 valid questionnaires were collected.The calculated criteria-level indicator weights from high to low are: "environmental impact","social responsibility",and "corporate governance","economic benefits",the weights are 0.471,0.225,0.189,0.115.The top six weighted values of each evaluation index in the index layer are "environmental management policy","emergency and social information disclosure","power consumption per unit of water","exhaust gas treatment system or device","pipeline network perfection","employee health and safety policy",the weighting values are 0.228,0.133,0.109,0.079,0.068,0.057,while "popular satisfaction","sewage resource utilization","sludge resource utilization" indicator has the smallest weight.In order to verify the feasibility of the evaluation model,the evaluation model is applied to the actual sewage treatment plant for case analysis,and the fuzzy comprehensive evaluation method is used to calculate the final evaluation result of the sewage treatment plant for a good level,the evaluation result is more consistent with the actual situation,and the effectiveness and practicability of the model is effectively tested.Based on the analysis of the scoring situation and evaluation results,relevant improvement measures are proposed.At the same time,it is suggested that investors choose TOT investment mode for project financing,which can effectively improve the operation performance level of the sewage treatment plant.
