Improving the ability of green technological innovation has become an important way to improve economic endogenous power and release environmental resource constraints.Due to the "dual externality" of green technology innovation,it’s distinctly effected by regulatory and policy promotion.Environmental regulation and fiscal technology expenditure should be the most targeted and efficient way to effect green technological innovation.Since regulations and policies contain the will of governments,the influence of government actions must be considered.In addition,similar to general technological innovation,the level of green technological innovation also has spatial-concentration and spatial-spillover phenomenon,Therefore,an in-depth study of the impacts of environmental regulations and financial technology expenditures on regional green technological innovation based on government behavior and spatial effects have both theoretical and practical significance.This paper includes following research contents:(1)Using the SBM-DEA model to analyze the green technology innovation of 280 prefecture-level cities in China from 2009 to 2016,then research the time-trend and spatial distribution.(2)Using ESDA model to analyze the space-time evolvement of green technology innovation,combining absolute and relative convergence model to analyze the convergence of green technology innovation in each region of China.(3)Use the fixed effect model to analyze the impact of environmental regulations and fiscal technology expenditure on green technology innovation,considering the heterogeneity of government behavior.(4)Using SDM to identify and measure the spatial spillover effects of environmental regulations and fiscal technology expenditures on green technology innovation,and use different spatial weight matrices to analyze the spillover effects.This paper draws the following conclusions:(1)From 2009 to 2016,the overall urban green technology innovation efficiency value showed a fluctuating N-shaped trend,while the coefficient of variation showed an opposite trend.The high efficiency zones are mainly distributed in the Yangtze River delta area,the Pearl River delta area,and the Bohai Rim area,as well as some core cities in the central and western regions.The green technology innovation efficiency index in various regions of China show significant absolute spatial β convergence and conditional spatial β convergence,and the rate of convergence in different regions are not the same.(2)The level of green technology innovation generally has positive spatial correlation,and the degree of spatial agglomeration presents a M-shaped trend.From the perspective of local spatial correlation,the cities feature H-H spatial agglomeration are mainly distributed in eastern areas,the cities feature L-L spatial agglomeration are mainly distributed in central、northeastern and southwestern regions.(3)Environmental regulations and fiscal technology expenditures have a U-shaped influence on urban green technological innovation,and the pressure of growth assessment makes a negative adjustive effect on this influence.Fiscal autonomy can increase the green innovation effect of fiscal science and technology expenditures,but it will weaken the green innovation effect of environmental regulations.(4)The "localneighborhood" effect of environmental regulation is inconsistent,the neighboring effect of environmental regulation is inverted U-shaped.But the "local-neighborhood" effect of the fiscal technology expenditures is consistent.
