As the most densely populated,the strongest industrial base and the widest market space in western China,Chengdu-Chongqing economic circle has a unique and important strategic position in the overall national development.However,the traditional development model driven by factor input has made economic development and environmental protection less compatible.The extensive development path of high pollution and high emissions can no longer be continued.Innovation has become the main driving force for the green transformation of Chengdu-Chongqing economic circle.Therefore,it is of great significance to deeply grasp the green innovation development level,advantages and difficulties of Chengdu-Chongqing economic circle,and explore the driving factors to improve its green innovation efficiency for promoting the green innovation efficiency of Chengdu-Chongqing economic circle and realizing green development transformation.Through theoretical review and literature review,this paper defines the concept of green innovation efficiency,and analyzes the development status of green innovation efficiency of Chengdu-Chongqing economic circle from three dimensions of green innovation input,output and environmental basis.On the basis of relevant literature,the evaluation index system of green innovation efficiency is established,and the SBM model considering unexpected super efficiency is used to measure the green innovation efficiency index and GML value of ChengduChongqing economic circle.The measurement results are analyzed from the four perspectives of time series development,regional difference,dynamic growth and space-time distribution.On the basis of confirming the existence of spatial correlation,this paper introduces the spatial Dubin model to analyze the influencing factors and spatial spillover effects of green innovation efficiency of Chengdu-Chongqing economic circle,and gives targeted policy recommendations.The main conclusions of this paper are as follows:(1)During the study period,the overall level of green innovation efficiency of Chengdu Chongqing Economic Circle was low,which experienced three stages in the time sequence dimension: "high fluctuation period","recession period" and "low fluctuation period";In terms of regional comparison,there are three obvious "urban gradients",with obvious polarization and insufficient middle stream drive;In terms of dynamic growth,GML index and its decomposition results show that the annual growth rate of green innovation efficiency is relatively high,which is mainly contributed by technological progress.The deterioration of technological efficiency is the main reason for hindering green innovation efficiency.(2)The efficiency of green innovation shows significant spatial correlation,and the spatial distribution is characterized by "dual core" prominence,"trickle down" in the inner circle,and "polarization" in the outer circle.(3)The mandatory environmental regulation has a restraining effect on the improvement of green innovation efficiency of Chengdu Chongqing economic circle,and its spatial spillover effect is also heterogeneous.The optimization and upgrading of industrial structure can promote the green innovation efficiency of Chengdu Chongqing economic circle,but the spatial spillover effect is not significant.Human capital and government support also have a positive impact on green innovation efficiency,and both show a positive spatial spillover effect.The driving effect of the degree of opening to the outside world on the efficiency of green innovation is not significant.(4)In the process of spatial spillover,the influencing factors of green innovation efficiency of Chengdu Chongqing economic circle have asymmetric spillover effect and spillover effect.Based on the above conclusions,this paper proposes:(1)Strengthen regional strategic cooperation and promote green technology spillover;(2)Constructing a reasonable spatial linkage environment system;(3)Cross regional construction of green industry chains,promoting positive spillover of industrial upgrading between regions;(4)Improve the mechanism for talent cultivation and mobility,and enhance the endogenous driving force for green development in peripheral cities;(5)Improve the level of clean foreign investment utilization. |
