Since the reform and opening up,China’s economy has achieved rapid development,but this extensive economic growth model has brought many environmental problems.These environmental pollution problems will not only have an detrimental impact on national welfare,but also restrict sustainable economic development.Therefore,how to deal with the contradiction between economy and environment is one of the key issues of China.Innovation is the first driving force for development.Under the constraints of environmental factors,green technological innovation is considered one of the important means to coordinate innovation and green development.However,green technological innovation has the distinguishing features of technological spillover effect and environmental benefits,which called ‘dual externalities’.Therefore the government is required to perform its functions to correct market failures.As important policy tools for national macro-control,whether the green tax,which have a regulatory effect on environmental pollution behaviors,and government R&D subsidies can effectively stimulate green technological innovation activities or not,previous studies have different opinions.Green technology innovation behavior will go through two stages.The first stage is technology research and development and the second stage is transformation of technological achievements.Different stages of green technology innovation efficiency are different,therefore,from the perspective of government policy,this paper explore the impact of green tax,government R&D subsidies on the efficiency of green technology innovation in different regions,in order to provide reference advice for local government policy formulation and implementation.The heterogeneity in policy effects between provinces from the differences in regional development levels and technological innovation environments.Therefore,this study uses panel data from 30 provinces(except Tibet)in China from 2009 to 2015,and divide the 30 provinces into three major regions,comparing the effects of green taxes and government R&D subsidies on the efficiency of two stages of green technology innovation in China,eastern China,central China and western China.First of all,this study sorts out the relevant domestic and foreign literature,summarizes the main research viewpoints and conclusions.Secondly,this study defines the concepts of green taxation,government R&D subsidies and green technology innovation,and introduces relevant theoretical foundations such as the externality theory,Pigou tax Theory,and Porter’s hypothesis.Thirdly,the entropy method is used to calculate the comprehensive index of environmental pollution in China’s 30 provinces from 2009 to 2015.Based on the traditional technology innovation efficiency measurement index system,this index is added as an undesired product,and the amount of green patent applications is added as the intermediate output.Then the two-stage associated network DEA model in the case of variable scale is used to evaluate the overall and two-stage efficiency of green technology innovation in various provinces and cities,and compare the differences between the efficiency of green technology innovation in different stages in different regions.And then,analysis the impact mechanism of green taxation and government R&D subsidies on green technology innovation.Finally,explore the effects of the two government actions by a panel data mode.The results of this study showed that: First,green tax and government R&D subsidies have same impact on China’s overall efficiency of green technology,which is inhibited firstly and then promoted.But green technology innovation activities on the green tax policy response is more drastic.Second,the existence of regional heterogeneity makes green tax and government R&D subsidies have different effects on two-stages green technology innovation efficiency in various regions,so the implementation of policies should be targeted.Finally,this study puts forward corresponding policy recommendations based on the research conclusions,and points out the deficiencies of this research.
