Research On Performance Target Control Of PPP Sewage Treatment Project In Operation Period From The Perspective Of Social Capital

In recent years,with the rapid development of the domestic economy,the living standards of the public are gradually improved,and the demand for the renewal of basic public facilities is increasing.As a result,there are many complicated and time-consuming engineering projects in China,so PPP(public private partnership)projects are increasing by orders of magnitude every year.As a social capital,how to control the performance target of business projects has become an urgent problem to be solved.The main contents of this paper are as follows:This paper firstly studies the domestic development status of PPP projects,puts forward a series of problems that need special attention in performance target system,as well as the difficulties faced by the sewage treatment industry,and emphasizes the importance of performance target evaluation and control of sewage treatment plants.By consulting relevant literature and drawing lessons from the experience in performance target control of PPP sewage treatment projects at home and abroad,this paper selects appropriate analysis methods to conduct in-depth analysis and research on PPP sewage treatment projects.Then,the analysis is carried out from the three aspects of profit control,cost expenditure control and renegotiation control respectively.In combination with the actual operation situation of a municipal sewage treatment plant and the waterquality standards in the agreement signed with the water bureau,AHP method is used to set the economic benefit maximization index of PPP sewage treatment project in the operation period,and the cost control system to improve the economic benefits is constructed,including production cost control,operation cost control and management cost control.A scientific and reasonable system is established for the performance target control of the social capital party in the operation period.Finally,the sewage treatment project in operation period of this article summarizes the performance target of control,and for the cost control in combination with the research means of science and technology is discussed,put forward the operation goal control digitalization,visualization,quantitative research direction,adopt scientific theoretical knowledge on the demonstration analysis,build a more perfect sewage treatment project performance targets control system,further improve the economic benefits of sewage treatment enterprises.Through the in-depth research,this paper finally build up the strong operationa control measures,give an actual operating control management experience to the PPP sewage treatment project for the social capital,it has a certain theoretical significance and practical value.
