The environmental problems have become more and more serious because of the continuous increase of domestic waste.As one of the 46 pilot cities,Shenyang enacted regulations on garbage classification.By now,the garbage classification has a certain positive effect.At the same time,Shenyang has promoted the classification of domestic waste in Xinmin and gradually improved the domestic waste classification management system.Xinmin put special funds into the construction and maintenance of domestic waste classification infrastructures.Several working groups which joined by the bureaus and led by the government were established to educate and spread domestic waste classification regionally.The waste classification successful experience of one unit or place may drive other units or areas to promoted their domestic waste classification work.Domestic waste classification is a process step by step.The continuous improvement of Xinmin’s urban domestic waste classification system will promote the development of rural domestic waste classification in Xinmin,And the goal of entirely regional domestic waste classification will be achieved finally.In the preparation stage of this article,a large number of materials related to domestic waste classification were reviewed and screened and summarized.Through on-site visits to relevant departments of Xinmin Government,we can understand the current status of local domestic waste classification.Propaganda and management of domestic waste classification,investment of the infrastructure,institutional system,the residents’ awareness,behavior and satisfaction were surveyed by questionnaires.Through classifying and analyzing the data,we can point out that lack of propaganda and education,unclear management systems which lack supervision and bonus-penalty rules,insufficient fund investment and weak infrastructure construction are the main problems in Xinmin’s domestic waste classification.Draw on successful experience of the foreign advanced domestic waste classification and disposal,it is proposed that propaganda and education of domestic waste classification should be strengthened first.More comprehensive propaganda and education should be conducted by goverment.And the targeted propaganda and education should be carried out for different groups of people.The education of domestic waste classification should be started at school.Learn the domestic waste classification knowledge,developing the habit of domestic waste classification help children form good habits.Online and offline domestic waste classificationknowledge assessments let residents have a deeper understanding of the knowledge of domestic waste classification.Then we must improve the construction of the domestic waste classification system.First,we must clarify the specific classification of domestic waste,so that residents have evidence to follow in the behavior of domestic waste classification management.Secondly,we must clarify domestic waste classification management parts,All the parts coordinate to promote domestic waste classification management.Thirdly,domestic waste classification supervision and bonus-penalty rules should be established and improved to motive residents to participate in domestic waste classification under the combined effect of compulsion and incentive.Finally,it is necessary to increase government funding investment for improving propaganda,education and strengthening domestic waste classification infrastructure construction.Supporting the Third-party environmental protection organizations in finance are also suggested.The domestic waste classification of Xinmin could serve as a reference for surrounding county towns in domestic waste classification.
