Research On The Problems And Countermeasures Of The Supervision And Control Of Grass Roots Work Safety

At present,our country is in the key period of building the Xiaokang in an all-round way.With the continuous development of economy and society and the continuous improvement of industrialization,we have made remarkable achievements in development.However,behind the rapid economic growth,there are often hidden problems that can not be ignored in production safety.Safety in production is not only the prerequisite for the steady operation and sustainable development of the national economy and society,but also the basic guarantee for the safety and health of the front-line workers.In recent years,with the development of economy,accidents in production safety occur from time to time,which have caused serious loss of life and property to the country and people.For a long time,safety in production has been the guiding ideology of the Party and the state throughout the production and development,and its starting point and end-point are to strive to ensure the health and safety of workers in the production and operation process.Since the 18 th National Congress of the CPC,the CPC Central Committee and the State Council have attached great importance to work safety.General Secretary Xi Jinping and Premier Li Keqiang have repeatedly issued important instructions and instructions on work safety nationwide,emphasizing that work safety is the top priority for ensuring sustained and healthy economic development and people’s well-being,and has pointed out the road,enriched the contents and made clear the objectives for the government’s work of supervision and management of Work Safety,the level and effect of Work Safety Supervision and management in China have been improved obviously.However,China’s national conditions are still the largest developing country,and the problem of unbalanced and inadequate development is still serious.In the course of economic development,the problem of production safety at the grass-roots level still exists,there are still blind areas in safety supervision in some fields,and accidents in production safety still happen from time to time.For example,the government and production and business units pay less attention to safety in production,there are overlapping and blind areas in supervision functions among government departments,the working basic conditions are weak,the level of specialization of talents is not high,and the mechanism of rewards and punishments is not perfect enough.In this paper,I select the author’s working area,but also relatively familiar with the Baotou Jiuyuan District as an example,through a large number of real grass-roots work examples and data,to small to big,to point overview,based on the analysis of the current overall supervision mode in China,this paper summarizes the current situation and prominent contradictions of the grass-roots safety supervision.At the same time,this paper also draws on the successful experience of Western developed countries in the field of production safety,and finally,on strengthening the supervision work of our country’s grass-roots government on production safety in the new era,this paper puts forward some suggestions and countermeasures,such as setting up a new concept of safety supervision in the new era,perfecting the mechanism of Department coordination,clarifying the boundary of authority and responsibility,improving the level of team specialization and personnel training,optimizing the mechanism of encouragement and examination,etc..I hope that the study of this paper can provide some help to the work of the grass-roots government in the future,butwith limited knowledge of the author,the countermeasures and suggestions put forward in this paper need to be further tested.
