Problems And Countermeasures In Safety Production Supervision And Management Of Grass Roots Government Research ——Take R District Of Chongqing As An Example

All things in the world,life is the most expensive,all industries flourish,and safety is the most important.With the development of production and the progress of science and technology,our ability to transform nature is stronger and stronger,the energy used is larger and larger,the development of information technology is rapid,the degree of Internet,automation and intelligence in industrial production is higher and higher,and more and more dangerous goods are produced.The whole social security risk degree is higher and higher,and more and more faces systematic security risk.In recent years,the situation of production safety in China is generally good,but serious accidents still happen frequently,which damage people’s life,property and health rights and interests,damage production facilities and equipment,and damage the ecological environment.General Secretary Xi Jinping pointed out that safety work should be done in the front,doing in peacetime and doing at the grass-roots level.The grass-roots government is at the forefront of the prevention of production safety accidents,which plays an important role in the prevention of production safety accidents.I have the experience of working in the front line of industrial manufacturing enterprises,working in the safety production supervision department of the grass-roots government for many years,and I have accumulated my own understanding and Thinking on the safety supervision work of the grass-roots government.This paper uses the theory of government regulation and the theory of holistic governance to carry out the research,and comprehensively uses the literature research method and empirical analysis method,from three dimensions of factor guarantee,management mechanism and social environment,to study the safety production supervision of grass-roots government.First of all,the research points out the problems and deficiencies in the safety supervision of the grass-roots government.Factor guarantee: the number of personnel is relatively small,the degree of specialization is relatively low,the financial support is not enough,and the material support is not in place.In terms of management mechanism: fragmentation and division of safety supervision;unclear responsibilities of safety supervision;blind areas and loopholes in supervision;formality of law enforcement process and poor effectiveness of law enforcement inspection;slow diffusion of policies between the upper and lower levels and easy implementation of policies;unclear positioning of comprehensive supervision and management and inadequate performance of its functions.In the aspect of social environment,the public opinion supervision is weak,the non-governmental media is not active enough,the judicial supervision is not enough,the criminal responsibility of production safety accident investigation is not enough,and the lack of discipline supervision leads to the problems of over accountability and lack of supervision in advance.Then,the reasons are analyzed.The reasons for the problems in the aspect of factor guarantee are as follows: mistakes in understanding;isomorphism and mismatches in responsibilities;the recruitment system of civil servants,the weak sense of honor and attraction of safety supervision profession,and the over administration of safety supervision.The reasons for the problems in the management mechanism: the assessment methods are not scientific enough,the mobility of personnel is large,the exemption oriented supervision and law enforcement,the authority and punishment means of safety supervision are not enough,the safety supervision departments in some industries do not pay enough attention to it,and the guidance and coordination ability of the safety committee office is not strong.The reasons for the problems in social environment: the whole society’s attention on safety work is not high enough,the mechanism of letters and visits and reports is not perfect,the legal awareness of citizens needs to be strengthened,and the field of safety production is not the focus of discipline inspection and supervision.Finally,from the five aspects of building a high-quality professional supervision and law enforcement team,reconstructing the safety supervision system and mechanism,improving the safety work assessment method,properly integrating the safety supervision resources,and improving the social environment of safety production,this paper puts forward the opinions and suggestions on strengthening and improving the safety supervision work of the grass-roots government.
