| The green transformation of the development mode cannot be separated from the policy guarantee,so China has gradually introduced relevant environmental regulations to help the low-carbon transformation of high-carbon enterprises.The iron and steel industry is one of the important basic industries for China’s economic development,but its traditional production characteristics of high consumption,high emissions and high pollution determine its resource-intensive industrial attribute and become the key field of low-carbon emission reduction in China.Therefore,how to promote low-carbon technological innovation in iron and steel enterprises under the background of environmental regulation,promote low-carbon transformation of the iron and steel industry,and thus help China achieve the "double carbon" goal has become a hot issue.This paper focuses on the selection of low-carbon technology innovation strategies of iron and steel enterprises in the context of environmental regulation.First,it combs the relevant research at home and abroad and the theoretical basis of evolutionary game theory,stakeholder theory,"Porter hypothesis" theory,low-carbon technology innovation theory,and then sorts out,analyzes,and defines the stakeholders involved in the game.On this basis,Fully consider the two realistic scenarios of the competitive relationship of heterogeneous steel enterprises and the supply-demand relationship of the steel market,respectively build two three-party evolutionary game models of "government-steel enterprise I(strong innovation practice ability)-steel enterprise II(weak innovation practice ability)" and "government-steel enterprise downstream enterprise",and solve the three-party replication dynamic equation according to each payment matrix,The evolution equilibrium point is obtained,and then the strategy interaction and evolution stability conditions among multi-agent under various scenarios are studied.Finally,the Maltab software is used for simulation to verify the conclusion and simulate the influence path of various important factors on low-carbon decision-making of steel enterprises,and put forward suggestions to promote low-carbon technological innovation of steel enterprises.Through this study,it is found that the implementation of low-carbon technological innovation in iron and steel enterprises is not only related to the low-carbon decisionmaking of other stakeholders,but also affected by important factors.The incremental benefits of low-carbon technological innovation and the benefits of low-carbon decisionmaking awareness are positively correlated with the proportion of low-carbon technological innovation of iron and steel enterprises,while the cost of innovation investment and punishment transfer behavior are negatively correlated with the proportion of low-carbon technological innovation of enterprises.From the perspective of the government,since the implementation of low-carbon technology innovation by steel enterprises will face large investment costs and will show economic externalities,it is necessary for the government to play a regulatory and restrictive role in the steel market,and encourage steel enterprises to carry out low-carbon technology innovation through the implementation of environmental regulations;Among them,carbon tax policy,carbon emission trading policy,and innovation investment subsidy policy are environmental regulations that have been proved by many studies to have a significant role in promoting enterprises’ low-carbon technological innovation,and the impact mechanisms of the three environmental regulations are different.The government needs to adjust and reasonably match them in a timely manner.When the government implements only one environmental regulation in the steel industry,the carbon tax policy is the most effective incentive regulation;When implementing the combination of two environmental regulations,the combination of carbon tax and carbon emission trading is more significant than other regulatory combinations;The combination of three environmental regulations with carbon tax policy as the main policy has the best incentive effect on enterprises.From the perspective of downstream enterprises,their low-carbon decision-making has a more significant role in promoting low-carbon behavior of iron and steel enterprises due to low-carbon synergy,while the benefits of low-carbon awareness,government subsidies and the proportion of low-carbon decision-making of downstream enterprises are positively correlated.Based on the above conclusions,this paper puts forward countermeasures and suggestions from the government,steel enterprises and downstream enterprises. |
