| Facing severe ecological problems,Chinese government has implemented a series of environmental regulations like enacting environmental protection laws and strengthening environmental supervision to promote the transformation of economic development mode and the construction of ecological civilization.From the east to the west,Yangtze River Economic Belt covers 11 provinces of China.Its population and economic aggregate are more than 40% of the whole country,and it has powerful economic strength and development potential so that Yangtze river economic belt has vital strategic position and ecological status.Facing severe ecological situation,it is necessary to take industrial regulations to strengthen ecological protection of Yangtze River Economic Belt,to follow the requirements of Chairman Xi Jinping that we have to repair ecological environment of Yangtze River firmly,and to protect rather than develop it.In a result,designing a scientific and effective environmental regulation system,creating an industrial upgrading model of innovation-driven and green development,strengthening environmental regulation and ecological protection are greatly significant to the long-term development of Yangtze River Economic Belt.Firstly,this paper analyzes and studies the relevant theory of environmental regulation as well as industrial upgrading.It not only demarcates the definition of environmental regulation but also the meaning of industrial upgrading and teases out the relevant theoretical basis.Then it further explains the transmission principle of environmental regulation effecting industrial optimization by diverse perspectives,such as demanding,technology renovation and FDI.And it summarized the domestic and overseas literature relatively about environmental regulation as well as industrial upgrading.Secondly,this paper describes current condition in Yangtze River Economic Belt,to judge whether its environmental regulation is good or bad and how is its industrial optimization.It describes the environmental profile of Yangtze River Economic Belt from water contamination,atmospheric contamination and solid garbage contamination.Based on the background of China's overall environmental regulation system,it studies the current environmental regulation of Yangtze River Economic Belt from the overall and the local.Simultaneously,on the basis of industrial upgrading analysis of Yangtze River Economic Belt,it relatively analyzes the industrial upgrading of Yangtze River Economic Belt in the middle and lower reaches.Finally,based on the 2008-2017 index data of eleven districts in Yangtze River Economic Belt,the paper builds a empirical model to analyze the impacts of environmental regulation on industrial upgrading in Yangtze River Economic Belt,and it offers recommendations for promoting industrial upgrading in Yangtze River Economic Belt recording to the research results.Conclusions of the study are as follows:(1)Environmental regulation can play an important role in industrial upgrading through demand,technological innovation and foreign direct investment.Changes in environmental constraints and strengths will affect industrial upgrading through leading to consumer and business behavior choices,affecting the company's cost-benefit,production efficiency and FDI inflows and outflows.(2)The environmental problems in the Yangtze River Economic Belt are still relatively large.The overall environmental regulation has been continuously strengthened,and the industrial structure has developed well.But the provinces and cities have great differences,and the industries in the upper and middle reaches still need to be optimized.(3)There is a long-term co-integration relationship between industrial upgrading and environmental regulation,consumption demand,investment demand,technological innovation,foreign direct investment and economic level in the Yangtze River Economic Belt.Environmental regulation will help the industrial upgrading of the Yangtze River Economic Belt,and consumer demand,technological innovation,and FDI intermediate transmission effects are quite obvious.In the end,this paper proposes the following recommendations.Firstly,improving environmental regulations,and optimizing environmental supervision mechanisms.Secondly,attaching importance to the power of implicit environmental regulations,and increasing publicity of environmental protection.Thirdly,utilizing scientific market incentives and accelerating green development of the economic belt.Fourthly,constructing a cooperative mechanism for regional ecological governance in Yangtze River Economic Belt to maximize regional linkage effects.Fifthly,enhancing the capability construction of independent innovation in Yangtze River Economic Belt,creating innovation-driven and emerging industries and accelerating the upgrading of industrial transformation. |
