Research On Government Governance Mechanism Of Environmental NIMBY Dilemma In Heilongjiang Province

With the rapid development of my country’s economy and the improvement of people’s awareness of their own environmental rights,environmental NIMBY incidents have occurred frequently throughout the country.The practical dilemma brought about by environmental NIMBY problems has become a problem in government work and hindered the improvement of my country’s urbanization level.In the face of the increasingly serious environmental NIMBY problem,Li Ganjie,the Minister of Ecology and Environment at the 2020 National Ecological Environmental Protection Work Conference proposed to strengthen the prevention and resolution of NIMBY problems.As an old industrial base in Heilongjiang Province,various contradictions and conflicts in the development process of urbanization and industrialization have also followed.In recent years,the number of environmental incidents reported by the public has gradually increased.The public NIMBY behavior caused by the construction and operation of environmental NIMBY facilities Behaviors occur frequently,such as the protest against the aluminum alloy processing material project in Daqing City,the protest against the second phase of the Harbin Qunli Wastewater Treatment Plant,and the blockade of the Xiangyang Waste Treatment Plant in Harbin.The environmental NIMBY dilemma has gradually become the promotion of new urban construction in Heilongjiang Province.As the government simply attributed environmental NIMBY incidents to social emergencies,it is easy to fall into governance misunderstandings.Therefore,in the new period of the 14th Five-Year Plan,Heilongjiang Province must improve the government’s ability to respond to social conflicts,accelerate the construction of a modern environmental governance system and a public infrastructure system,and and build a sound government governance mechanism to avoid environmental NIMBY dilemmas,Realize scientific and effective neighbor avoidance governance,and strive to transform neighbor avoidance facilities into neighbor benefit facilities.Combined with the specific situation of the environmental NIMBY incident in Heilongjiang Province,on the basis of reasonably defining the connotation of the environmental NIMBY dilemma and the government governance mechanism,this paper expounds the four dimensions of the environmental NIMBY dilemma government governance mechanism:risk prevention,response communication,supervision responsibility and interest balance.Based on the support of risk society theory,environmental justice theory,multi-center governance theory and stakeholder theory,summarize the basic status of Heilongjiang Province’s environmental NIMBY problem,and analyze the operation of government governance mechanisms in conjunction with Heilongjiang Province environmental NIMBY incidents.Find out the deficiencies and causes in Heilongjiang’s environmental NIMBY government governance mechanism,and reveal that the Heilongjiang Provincial Government’s risk prevention mechanism for environmental NIMBY governance is not sound,the communication response mechanism is unscientific,the supervision responsibility mechanism is not standardized,and the interest balance mechanism The problem of incoordination.The reasons for the problems in Heilongjiang Province’s environmental NIMBY dilemma government governance mechanism are explained from four aspects:The lack of awareness of the prevention of environmental neighboring risks,the weak standardization of multi-subject negotiation governance,the lack of a corresponding social supervision and security system,and the lack of technical and financial support.Using literature research method,comparative research method,qualitative analysis method and experience summary method,learning from Canada,Singapore,Japan,and China’s Liaoning Province Zhejiang Province and Jiangsu Province,,the practical experience of environmental NIMBY governance,and summarized the reduction of environmental risks,Strengthening open consultation,improving the legal system,and emphasizing the importance of mutual benefit to the improvement of Heilongjiang Province’s environmental NIMBY government governance mechanism,according to the fouraspects of risk prevention mechanism,communication response mechanism,supervision responsibility mechanism,and interest balance mechanism The feasible countermeasures of Heilongjiang Provincial Government’s environmental NIMBY dilemma governance.
