The report of the 19 th National Congress of the Communist Party of China proposed to implement the strategy of Rural Revitalization.We should give priority to the development of agriculture and rural areas.In accordance with the general requirements of industrial prosperity,ecological livability,rural civilization,effective governance and affluence,we should establish and improve the system,mechanism and policy system for the integrated development of urban and rural areas,and accelerate the modernization of agriculture and rural areas.Rural ecological revitalization is an important support for rural revitalization,and ecologically livable beautiful villages are the key to ecological revitalization.Strengthening the governance of rural human settlements is the top priority of ecological revitalization and an important measure to realize rural revitalization.In order to fundamentally solve the problem of dirty,disorderly and poor rural environment,the government has continued to promote the construction of rural environmental infrastructure in recent years and accelerated the pace of making up for the shortcomings of environmental infrastructure.The most common environmental problems in rural areas are concentrated in domestic sewage,garbage and so on.It is urgent to improve and complete the relevant environmental treatment infrastructure,including sewage collection and treatment facilities,garbage collection and transfer facilities,etc.People have a strong demand for such facilities,but at the same time,because of the negative externality of such facilities,they are unwilling to build such facilities near their own homes.The government also lacks effective measures to reasonably balance the impact of such facilities,which is very likely to lead to the occurrence of neighborhood conflicts.In order to better manage such neighboring conflicts and maintain the stability and order of social development.Based on the analysis of the situation of neighborhood conflict management of rural sewage treatment facilities in Q District in recent years,this paper finds out the problems and deficiencies in the treatment,perfects the defects in the treatment by using the theory of socialist social governance with Chinese characteristics,and puts forward the improved treatment strategies,so as to provide some new references for the treatment work.
