Study On The Implementation Of Ecological Environment Policy In Heilongjiang Province

On the one hand,the rapid development of economy has greatly improved our quality of life,but on the other hand,it has also brought us great pressure on resources,energy and environmental protection.The report of the 19th National Congress of the Communist Party of China clearly pointed out that "accelerate the establishment of the legal system and policy guidance of green production and consumption,establish and improve the economic system of green,low-carbon and circular development",which has developed into a policy guideline and action guide for building a prosperous,strong,democratic,civilized,harmonious and beautiful new China.Heilongjiang Province has always put the ecological environment construction and pollution control in an important position.The research on the implementation of local ecological environment policies is not only the refinement and deepening of the relevant theories,but also the internal requirements of the construction of ecological civilization.Through the analysis of local government’s eco-environmental policy implementation problems,mining the reasons for policy implementation problems,and making targeted improvements,it is of great significance to the benign and steady operation of the government and relevant departments,as well as to the protection of China’s valuable ecological environment.Based on this,this paper comprehensively uses the methods of literature analysis.comparative analysis,induction and deduction,takes the basic theory of ecological environment policy implementation as the breakthrough point,defines the related concepts of ecological environment and policy implementation,and fully combines the theoretical basis of policy implementation theory,policy science theory,public choice theory and public governance theory,This paper systematically summarizes and analyzes the problems existing in the implementation of eco-environmental policies in Heilongjiang Province,such as the imperfect design of eco-environmental policy implementation system,the non-standard behavior of eco-environmental policy implementation subject,the insufficient participation of eco-environmental policy implementation object and the disharmony of eco-environmental policy implementation resources and environment There are some deep-seated reasons,such as the lack of motivation in the work of the subject of eco-environmental policy implementation,the limitations in the cognition of the object of eco-environmental policy implementation,and the lack of resources and environmental protection in the implementation of eco-environmental policy.Based on the successful experience of Germany’s non-governmental organizations’independent intervention,Japan’s "bottom-up" governance model,South Korea’s extensive and in-depth "legalization" governance,domestic cooperation in Beijing Tianjin Hebei air pollution control,Shandong Province’s overall cooperation for "win-win",and Qinghai province’s cancellation of GDP assessment indicators of twenty-eight cities and counties,This paper puts forward the countermeasures and suggestions to improve the quality and efficiency of the implementation of ecological environment policies in Heilongjiang Province,mainly including:improving the quality of laws and policies through scientific and reasonable formulation of ecological environment policies,improving the supervision and assessment mechanism of policy implementation,and implementing the incentive mechanism of rewards and punishments;The comprehensive quality of the executive body can be improved by leaders taking the lead to perform their duties,improving the responsibility consciousness of policy executors,and strengthening the training of their working ability;By guiding the public to actively participate in the implementation work,changing the traditional ecological values of enterprises,and broadening the channels of policy implementation by social organizations,we can strengthen the awareness of participation of the implementation object;Through giving fulll play to the role of policy resources guarantee,paying attention to the use of human resources in the field,accelerating the openness and transparency of ecological environment information to optimize the resources and environment of policy implementation and other measures and methods,this paper provides useful experience and reference for the futher development of ecological environment policy implementation in Heilongjiang Province.
