Study On The Implementation Of Environmental Protection Policy In Anning City,Yunnan Province

Human beings and ecological environment are living communities,so maintaining the ecological environment is to protect ourselves.Along with China's development and construction entering a new era,the ecological environmental protection has also entered a new era.which requires new policies and new actions.Environmental protection policy determines the sustainable and healthy development of China and directly affects the overall ecological situation of China.The 17 th National Congress of the Communist Party of China emphasized that it is necessary to carry out the construction of the entire national economy in a good and fast manner,and to transform the development mode of our country into a track that conforms to the scientific concept of development.The 18 th National Congress of the Communist Party of China for the first time incorporated "ecological civilization construction" into the overall layout of the "five in one" construction as an important part of coordinating and promoting the "four comprehensive" strategic layout.The Third Plenary Session of the 18 th Central Committee of the Communist Party of China clearly added the requirements of performing "ecological functions" in the government functions of China,emphasized "to reform the ecological environment,protect the management system",which embodies the government function view of advance with the times.The latest 19 th National Congress more clearly put forward that "we must firmly establish the socialist ecological civilization concept and promote the formation of a new pattern of harmonious development of man and nature." All these requirements play a firm guiding role in the formulation and implementation of China's environmental protection policies.The realization of ecological environment goals depends on whether functional departments can effectively execute relevant policies,especially when grassroots government departments are confronted with multiple conflicts of interests and requirements of economic goals,it has become an important research subject in the new development epochs how to effectively implement the central environmental protection policy.This paper selects the research perspective from the implementation of environmental protection policies in the county-level area of Anning,and adopts research methods such as literature research,interviews,questionnaires,and comparative analysis,with public choice theory,incentive theory and Smith's relevant theory of policy implementation process,concentrating on the status quo,problems and causes of the implementation of environmental protection policies in Anning City,at last,the related countermeasures and suggestions to perfect the implementation of Anning environmental protection policy is put forward.In this paper,it is emphasized to solve the problems of implementing the environmental protection policy in Anning City from four aspects of improving the policy-making mechanism and enhancing the quality of policies;promoting the executive capacity of the policy executive agencies;improving the initiative and consciousness of the target object of policy implementation and improving the policy implementation environment.
