Research On The Dilemma Of Environmental Policy Implementation In D County Environmental Protection Bureau Of Daqing

Along with the rapid development of economy,the environmental issue can be the urgent problem.From the view of Xi Jin Ping’s 19 th report,it emphasizes that China will establish regulatory agencies to manage state-owned natural resource assets and monitor natural ecosystems,and develop a nature reserves system composed mainly of national parks.In order to prevent the environmental deterioration,the government has enacted a comprehensive system of environmental policy.However,it seems that the results of policy execution could be not perfect.So it is well known that the study on environmental policy execution can be increasingly essential to the government.From the former perspectives,it seems that the study of environmental policy can almost adopt “from top to down” to analysis policy execution.Moreover,these studies can be placed emphasis on the theory and the complexity&variability of policy execution cannot be considered in the process of execution.Therefore,this dissertation will be adopted “from bottom to top” to state the measures.And then,this paper will be studied from the view of county-level environmental protection department and placed emphasis on problem solving.This paper will focus on impact factors and key factors about the environmental policy execution.This paper try to find methods to improve environmental policy execution.Firstly,from the perspective of environmental policy factors,example of this paper that D county environmental protection Bureau can be adopted should be verified.Secondly,in terms of key points among these different environmental policies,it is observed that the analyses and comparison of these different cases could be verified these key factors.Thirdly,this paper will be utilized to the rational hypothesis in order to state the environmental policy factors and key points among these different environmental policies.Lastly,according to these two aspects,this essay will propose the improvement of the environmental policy execution.So this essay will be utilized the literature research,social investigation and case analysis for the study of policy implementation.
