Research On The Problems And Countermeasures Of Compulsory Household Garbage Classification In Guangzhou Community

Community household waste classification is not only the individual waste classification behavior of residents,but as a systematic behavior.We must start from the research on the individual behavior of residents’ waste classification,analyze how the individual waste classification behavior converges into collective choice,and finally rise to a community waste classification model.Based on this understanding,this paper uses the Smith policy implementation process model to study the reference experience formed in the process of implementing the community domestic waste compulsory classification policy and exploring the community domestic waste classification model in Guangzhou according to the logical steps of system tension identification,coping style,organizational system and feedback in the model,which corresponds to the problem analysis,specific work measures,opinions and suggestions and summary in the process of community waste classification implementation.Through the interpretation of policy text,questionnaire survey and case interview,it is found that in the process of promoting the compulsory classification of community domestic waste in Guangzhou,there are some problems,such as the overall accuracy of waste classification of community residents is not high,some residents have deviation in understanding,the organizational capacity of some property management and community neighborhood committees is insufficient,the basic data of waste classification account is distorted,the financial funds are lack of clear guarantee,and the guiding measures for the interests of the front-end collection and transportation market of waste classification are not perfect.Guangzhou explored some specific response measures through the pilot of domestic waste compulsory classification model community,including the use of mandatory means such as station barrel supervision,the preparation of standard guidelines to guide community work,and the preliminary establishment of community waste classification collection and transportation system and corresponding settlement mechanism.On the basis of summarizing specific measures and according to the definition of community waste classification model,this paper abstracts Guangzhou’s suggestions on promoting the compulsory classification of community domestic waste-paying more attention to the publicity of compulsory characteristics,giving better play to the role of Party building and organizing the community,and using market incentives to guide the participation of the whole society.Finally,it points out that the compulsory garbage classification mode of Guangzhou community is to promote the residents’ garbage classification habit by compacting the responsibility of the community garbage classification management.By strengthening community waste transfer facilities and other infrastructure,optimize the collection and transportation system of classified waste,and strongly promote the deep integration of sanitation network and resource recovery network;Introduce resource recycling enterprises,strengthen the secondary sorting of garbage,and form sustainable operation through financial incentives."Promoting source classification by recycling and making garbage classification a collective choice of the community" is the core of the community household garbage classification policy in this round of Guangzhou.
