| The report of the 19 th National Congress of the Communist Party of China clearly pointed out that the rural human settlement environment is the key construction task of the rural revitalization strategy.With the economic construction and social development,the problem of rural garbage has become severe and the environmental problem has become increasingly severe.In our country,the government,as the leading force in the treatment of rural waste,should perform government functions,implement government responsibilities,and safeguard citizens’ rights and interests.However,it is trapped by objective factors such as grassroots manpower shortage,rural terrain and landforms,and its governance efficiency has not been fully exerted..As an indispensable part of waste management,citizens’ participation is directly related to whether the mode of rural waste management meets the objective needs and whether the governance policies can reflect citizens’ demands.Therefore,a high degree of citizen participation in the governance of rural waste is an inevitable choice for governance.However,in reality,citizens show "low participation" due to the lack of laws and regulations,imperfect system construction,unsmooth participation paths,and citizens’ own behavioral capabilities.Insufficient,citizens cannot be highly involved in rural waste management,so solving the problem of citizen participation in rural waste management will help to promote the optimal management of rural waste.This article is based on governance theory and citizen participation theory,as well as by combing the relationship between rural waste management and citizen participation,to illustrate the importance of citizen participation in rural waste management.In addition,with the help of sorting out the villager self-government model,urban-rural integration governance model and PPP model of rural waste management,and comparing and analyzing the status of citizens participating in these three models,we can summarize the general problems of citizen participation in the process of rural waste management..The main problems include the disorderly and non-institutional participation of citizens,which is reflected in the imperfect laws and regulations,the information disclosure system,and the construction of incentive mechanisms;the marginal participation of citizens is reflected in the lack of participation channels and inefficient communication and feedback in terms of participation paths.Problem: Citizens’ passive and end-to-end participation is reflected in the problems of weak consciousness,low willingness,and insufficient ability in participating behaviors.Through the problem of exploring the reasons,the problems of citizen participation in the treatment of rural garbage are not caused by a single factor.This article explores the comprehensive factors from the system,the environment and the individual.It shows that citizens’ participation in rural waste management is affected by three aspects: system supply,social capital,and civic behavior motivation.System supply includes laws and regulations,and system construction.System supply is a "hard environment" for citizens to participate;social capital includes social trust and social motives.Regarding norms and relationship networks,in rural construction,social capital affects the choice of channels and paths for citizen participation;and the motivation of citizens’ personal behavior involves the willingness and ability of citizens to participate,which is the "internal motivation" for citizens to participate in rural waste management.As a result,the governance of rural waste will ultimately remain at the level of low citizen participation.In order to solve the problems of citizen participation in the treatment of rural waste,this article finally puts forward countermeasures and suggestions to solve the problem of citizen participation in the treatment of rural waste in my country.It is believed that although citizens are highly involved in the process of rural waste management,it is possible to pass Improve laws and regulations to allow citizens to participate in the law,and improve the system to provide protection for citizens;expand the path of citizen participation by cultivating Xinxiang sages and community organizations and unblocking the communication and feedback channels between citizens and the government;and finally by cultivating civic responsibility and awareness,Increase benefit compensation to enhance participation willingness and induce participation behavior.Rural waste management is an important part that affects rural environmental governance,and citizens,as important objects and stakeholders of waste management,have a very important influence on their participation in solving the problems of rural waste management.Although both rural waste management and citizen participation are issues that cannot be solved overnight,the high level of citizen participation in rural waste management will speed up the waste management process,and ultimately "no waste in the village" can be
