The Influence Of Environmental Regulation On China’s Economic Development

China’s economy has achieved rapid growth in the 40 years of reform and opening up.For a long time,the disadvantages of extensive production models with high energy consumption and low output and the restrictive influences of resources,energy and environment have become more and more remarkable.The resulting environmental pollution,insufficient innovation potential and imbalanced economic structure have brought severe challenges to the country and the improvement of the economic aggregate has not led to the coordinated development of quality.Under the New Normal Conditions,studying on the relationship between provincial environmental regulation and economic development will help to establish reasonable environmental regulations according to local conditions,which will better help to form a good interaction between the internal and external environment,and improve the quality of environmental and economic development.This paper first analyzes the current status of input and performance-based environmental regulation in each province based on the perspective of government economic input and output.Secondly,based on current policy requirements and strategic layout,it will focus on green innovation,environmental welfare,and foreign trade structure which are included in the comprehensive evaluation index system of economic development quality,and further analyze the quality level of economic development of each province.Finally,an empirical analysis model is constructed based on the C-D production function.The impact of two types of environmental regulation tools on economic development is analyzed from the dual perspective of the quantity and quality of economic growth.The results as follows:First,on the whole,the quality of economic development of provinces and cities across the country shows a trend of growth,but it shows the regional characteristics of "East-high,Middle-mediocre,and West-low",and there are certain imbalances and regional differences.Specifically,the overall level of the eastern region is at the leading position in the country,and its change trend is relatively stable and the distribution has a certain level.The fluctuation of economic development quality level in the central region is more obvious,but it shows a gradual convergence trend.The level of economic development quality in the western region is relatively backward,its distribution is relatively scattered,but the overall situation is gradually rising.The impact of environmental regulation tools on economic develop-pment has regional differences.Based on the perspective of quantity,whether it is input-type or performance-based environmental regulation,it has a certain inhibitory effect on the expansion of economic development scale,and the regional innovation efficiency decreased successively according to the order of western region,eastern region and middle region overall.In addition,the inhibitory effect of performance-based environ-mental regulation tools is stronger than that of input-based environmental.Based on the perspective of quality,he two environmental regulations have a positive effect on the economic development quality of the eastern region.For the middle region,the impact of input-type environmental regulation on the economic development quality is positive,but it is slightly weaker than that in the eastern region.In both provinces and cities where both types of environmental regulation tools are promoting,the performance of performance-based environmental regulations is slightly better.For the western region,the impact of the two types of environmental regulation tools on the economic development quality in the western provinces is positive and negative.Among them,the positive driving effect of the input-type environmental regulation is stronger than the performance-based environmental regulation.
