Research On Beijing-Tianjin-Hebei Government Cooperative Control Of Air Pollution

In recent years,China’s air pollution has become a serious problem.While air pollution endangers the natural environment,it also hinders economic and social development.What’s more,it has caused a huge negative impact on the physical and mental health of the public.In addition,there is a contradiction between the division of administrative regions and the mobility of air pollution,especially for the regions with close geographical location and pollution.If the government only focuses on the governance within its jurisdiction and does not consider the win-win cooperation,it is difficult to achieve results in the work of air pollution control.Moreover,the interest game between local protectionism and the government has existed for a long time,and it is difficult to achieve a healthy cooperation between governments.Therefore,the establishment of a long-term effective government collaborative governance mechanism is the top priority for solving the governance problem.This article takes the subject of research on Beijing-Tianjin-Hebei government cooperative control of air pollution as the topic,combs the relevant literature at home and abroad,defines the concepts of Beijing-Tianjin-Hebei,collaborative governance,and describes the governance status of Beijing-Tianjin-Hebei and the measures and effects of government collaborative governance,summed up the governance measures of the United Kingdom,the United States and Japan,and based on the theory of collaborative governance,multi-center governance theory and regional governance theory,analyzed the issues related to the formulation,implementation and supervision of Beijing-Tianjin-Hebei in the collaborative governance of air pollution government.At the same time,the corresponding countermeasures are proposed.
