| In recent years,with the acceleration of urbanization and industrialization,the resulting air pollution has become a major hidden danger that hinders social production,endangers human life and affects social order.The research on the coordinated control of air pollution in Beijing-Tianjin-Hebei region is not only an inevitable requirement for the regional environmental development of Beijing-Tianjin-Hebei region,but also an important condition for the coordinated sustainable development of Beijing-Tianjin-Hebei region.Based on the perspective of collaborative governance,according to the theory of intergovernmental relations,the theory of collaboration and the theory of externality,this paper focuses on the collaborative and coordinated prevention and control of air pollution in Beijing-Tianjin-Hebei and surrounding areas.Through a detailed analysis of the collaborative governance actions taken in this areas region to address three types of air pollution issues:industrial waste gas,domestic coal combustion,and motor vehicle emissions,as typical cases,relevant data information such as official environmental protection websites and past ecological environment status bulletins are collected and organized as concrete manifestations of air pollution.Exploring that there are problems in the process of air pollution collaborative governance in Beijing,Tianjin and Hebei,such as governance functions and fragmentation of governance resources,lack of standardization of the operation form of the collaboration group,and lack of asymmetric communication of collaborative linkage information.With the continuous deepening of integration in the Beijing-Tianjin-Hebei region,the various problems currently faced not only restrict the efficiency of air pollution control in the region,but also seriously hinder the construction process of the integration.It is urgent to solve the problem of coordination and linkage between government departments.Its root lies in solving the problems such as the inherent thinking pattern of fragmentation governance in the process of integrated development,and the imperfect information sharing mechanism between governments.In response to the current problems in the collaborative governance of air pollution in the Beijing Tianjin Hebei region,it is urgent to promote the construction of a regional system for collaborative governance of air pollution,strengthen the collaboration of public departments at all levels in the Beijing-Tianjin-Hebei and surrounding areas,and build and improve a multi subject collaborative governance action network,strengthen the exchange and sharing of atmospheric environmental information within the region,and enhance the cross regional governance capabilities of public departments. |
