| The rapid development of industrialization and urbanization has brought serious water pollution problems to the Beijing-Tianjin-Hebei region.According to the water environment classification statistics in the "2020 China Ecological Environment Status Bulletin",the water environment status of surface water,rivers and lakes(reservoirs)in the Beijing-Tianjin-Hebei region is not optimistic,and there is a large gap with the national average.Since the release and implementation of the "Beijing-Tianjin-Hebei Synergistic Development Plan Outline",it has been more than six years since the regional environmental synergistic management as a key breakthrough area of regional synergistic development.In the current dual background of the Beijing-Tianjin-Hebei regional environmental collaborative management for several years and the water environment situation is still not optimistic,it is important to summarize and study the Beijing-Tianjin-Hebei regional water pollution collaborative management more deeply.In general,the study aims to analyze the problems of legislation,law enforcement,judiciary and related supporting systems in the Beijing-Tianjin-Hebei regional water pollution collaborative management,and propose countermeasures to improve the four levels of legislation,law enforcement,judiciary and related supporting systems,in order to promote the establishment of a perfect Beijing-Tianjin-Hebei regional water pollution collaborative management mechanism and normalize its operation.Specifically,firstly,we analyze the current situation and characteristics of water pollution in the Beijing-Tianjin-Hebei region,and analyze the necessity and feasibility of collaborative water pollution management in the Beijing-Tianjin-Hebei region based on collating,summarizing and explaining the theories related to collaborative water pollution management in the region.Secondly,based on the recent water pollution management initiatives in Beijing,Tianjin and Hebei,the main problems are analyzed and studied at four levels: legislation,law enforcement,justice and related supporting systems.Again,the Yangtze River Delta region of China and the Tennessee River Basin region of the United States are used as reference objects to analyze,study and summarize the highlights and successful experiences of water pollution management in the two regions at home and abroad,and to provide reference for the Beijing-Tianjin-Hebei region.Finally,specific countermeasures are proposed: at the legislative level,strengthen the "top-level design" of water pollution cooperative legislation,build a regular legislative consultation mechanism,and explore new forms of regional legislation;at the law enforcement level,form a regular joint law enforcement of water pollution control,strengthen the joint docking of grassroots law enforcement departments,and improve the regional joint law enforcement team Law enforcement supervision procedures;judicial level,the establishment of Beijing-Tianjin-Hebei regional environmental court,unified Beijing-Tianjin-Hebei regional environmental judicial standards,the establishment of Beijing-Tianjin-Hebei regional environmental judicial enforcement linkage mechanism;related supporting system level: improve the ecological compensation system,improve the real-time information sharing platform of water pollution management in the region,the establishment of Beijing-Tianjin-Hebei regional water pollution management cooperation special fund,explore the region between local,inter-enterprise pollutant emission trading system,improve public participation in water pollution management procedures in the region. |
