Research On The Changes Of The Relationship Between Economy And Ecology Of Shan Xi Since The Founding Of The People’s Republic Of China

High-quality development is the theme of China’s economic and social development in the "Fourteenth Five-Year Plan" and even longer period,and is related to the overall situation of China’s socialist modernization.In this context,economic development will shift from focusing on scale and volume growth to green,low carbon and high quality,and the logic of development will also shift from factor scale investment to innovative factor combination and industrial chain upgrading,thus comprehensively promoting the harmonious unity of economic and ecological relations,namely,"green water and green mountains are golden mountains and silver mountains".Therefore,comprehensively combing the relationship between regional economy and ecological environment is of great research significance for focusing on development advantages and weaknesses,accurately targeting the development direction and positioning,and improving the national regional economic status.Shanxi is a typical resource-based region.Since the founding of the People’s Republic of China,the economic development of the province has been carried out and deepened closely around the development of mineral resources and the accompanying evolution of industrial structure,which has made great contributions to national construction and regional development,but also brought huge ecological history arrears.With the in-depth promotion of the construction of ecological civilization in China,the proposal and implementation of the "double cycle" new development pattern,the "3060" double carbon target,the introduction of a series of national major regional strategies such as the "Opinions on Promoting the High-quality Development of Central China in the New Era",the "Outline of the Yellow River Basin Ecological Protection and High-quality Development Plan",have put forward higher requirements for the economic and ecological relationship in Shanxi.From the past to the present,in the various periods since the founding of the People’s Republic of China,which economic activities in the province mainly affect the ecological environment,under what historical background the development and utilization of the energy economy are deepened,how the ecological environment affects economic activities,the checks and balances behind the changes in the relationship between economy and ecology,the forms of expression and the duration,etc.,need to be answered from the theoretical level before they can be based on the new stage of development,Make a profound judgment on the dilemma and outlet of the further optimization of the relationship between Shanxi’s economy and ecology.Based on this,this paper launched a theoretical study of the relationship between Shanxi’s economy and ecology.By using the methods of literature analysis,interdisciplinary analysis,qualitative and quantitative analysis,and academic discussion analysis,and on the basis of excavating a large number of historical data,this paper examines the complex interaction process between Shanxi’s economic development and ecological relationship in stages,and comprehensively demonstrates the difficulties and passivity of Shanxi,a resource-based region,in the process of optimizing the change of the relationship between the two since the founding of the People’s Republic of China,At the same time,it points out the difficulties and pain points in the further optimization of the current relationship between economic development and ecological environment in Shanxi,and puts forward reasonable suggestions on the above difficulties,with a view to providing theoretical guidance for the resource-based areas represented by Shanxi to accelerate the green transformation in the new development stage.This paper is composed of three parts: introduction,text and conclusion.The introduction part is the first chapter of the full text.It mainly discusses the background,research purpose and significance of the selected topic,the current research status and shortcomings,the relevant concepts and the definition of the scope of the research,the research content and methods,and the innovations,and lays a theoretical foundation for the discussion of the text.The text section is divided into four chapters,including Chapter 2-Chapter 5.The research in each chapter includes the analysis of the background of the relationship between economy and ecology,the change of economic development mode in different periods and the reasons for its promotion,the process of economic activities and its impact on the ecological environment,and the response and effectiveness of the changes in the relationship between economy and ecology.The second chapter examines the relationship between Shanxi’s economy and ecology from 1949 to 1977.During this period,with the goal of rapid economic recovery,the province strengthened the service function of ecological environment to support agriculture,vigorously carried out agricultural and water conservancy activities such as afforestation,soil and water conservation,and new water conservancy.At the same time,according to the national heavy industry development strategy,it developed steel manufacturing,national defense and military industry,chemical industry and other industries.The impact of economic activities on the ecological environment is mainly reflected in the water level decline caused by the development and utilization of water resources,water pollution in some areas,and soil erosion caused by the reclamation of arable land and deforestation.Due to the small economic volume of the province during this period and the construction of ecological environment around agricultural development,the relationship between economy and ecology is in a micro-balance state.The third chapter analyzes the relationship between Shanxi’s economy and ecology from 1978 to 1991.During this period,affected by the dividend of the reform and opening up policy,the province’s economy developed rapidly,and the ecological environment function also shifted from "serving" agriculture in the previous stage to "supporting" all fields of economy and society in an all-round way.Agriculture has changed the crop planting structure that used to expand the re-sowing area and increase high-yield crops such as corn and sorghum,and began to adjust and distribute the crop structure according to the characteristics of the ecological environment.In industry,at this stage,Shanxi was awarded the important task of national energy and heavy chemical industry base.The construction and implementation of large-scale energy economy accelerated the predatory development of economic development on the ecological environment.Although some ecological environment governance measures were taken,the guiding ideology of taking economic construction as the center formed a strong confrontation between economy and ecology.The fourth chapter discusses the relationship between Shanxi’s economy and ecology from 1992 to 2011.In order to ease the strong confrontation between the economy and the ecological environment in the previous stage,after implementing the economic development strategies of "three bases and four construction",potential product cultivation,new energy and industrial base construction,the traditional industries in the province have taken the steps of new-type and intensification,the construction of dry land water-saving agriculture has begun to explore,and the development of new industries has begun to gain momentum,but affected by the construction of energy base and market changes in the early stage,The economic growth point of the province is still concentrated in the energy mining industry.At the same time,during this period,the province thoroughly implemented the scientific concept,strengthened the management of the ecological environment,improved the overall quality of the ecological environment,alleviated the shortage of water resources and water quality,and reversed the quality of the atmospheric environment.The relationship between the economy and the ecological environment showed a trend of coordination.The fifth chapter studies the relationship between Shanxi’s economy and ecology from 2012 to now.During this period,green development is becoming the main yardstick of the quality of economic development.The proposal and deepening implementation of the "double carbon" goal will push the construction of ecological civilization to a higher level.Focusing on the high-quality development of the relationship between economy and ecology,Shanxi has changed the connotation of its economic development mode,accelerated the construction of a green energy supply system,planned to cultivate a strategic new industry with less disturbance to the ecological environment,and explored the channel for the two-way transformation of economy and ecology while doing a good job in the construction of water,forest and soil ecological environment,so as to promote the construction of the ecological economic development mode,The relationship between economy and ecology has developed to high quality.The conclusion section is the sixth chapter,which comprehensively summarizes and reflects on the changes in the relationship between Shanxi’s economy and ecology since the establishment of the People’s Republic of China.It points out that the relationship between Shanxi’s economy and ecology has developed from interdependence between 1949 and 1977,to sacrificing the ecological environment to ensure the construction of energy bases from 1978 to 1991,and then to strengthening the synergistic relationship between economy and ecology from 1992 to 2011,practicing the scientific development concept,and finally to exploring high-quality development of the relationship between economy and ecology from 2012 to the future.Along the way,the interaction between Shanxi’s economy and ecology has been difficult and passive.The driving force behind the transformation of this relationship lies in the division of time missions for regional development at the national level,such as the construction of national energy and heavy chemical based has opened up the development of resource-based economy.There is also a positioning of its own market position.For a long time,Shanxi has mainly focused on the energy and heavy industry,located in the peripheral area of Marxism’s "center periphery".It is highly susceptible to the siphon of the central area and difficult to achieve the agglomeration of human capital and green capital.There is also traps and constraints in the development model of the industrial system.The evolution of modern industry often undergoes a natural transformation process from labor driven to capital driven,to technology and human capital driven.However,Shanxi’s industry is often energy heavy industry,and the value formation of such industrial sectors mainly comes from the natural formation of coal resources,with strong market monopolies and often does not require too much labor participation,It is easy to enter the economic system and achieve value realization,and this special value realization mechanism often leads to industries in the region not having the ability to self evolve and upgrade.However,Shanxi has extremely fragile ecological relationships and still needs to vigorously develop its economy,which still faces multiple practical constraints in optimizing the relationship between the economy and ecology,such as the prominent "green" threshold effect,insufficient driving force for ecological value creation,and weak market foundation for high-quality development.It need to build a new pattern and driving force suitable for green development by promoting the agglomeration of green industries through major ecological projects,expanding the scale of green markets through strengthening energy income management and constructing of ecological resource rights interests trading mechanisms,cultivating new industries and formats through actively integrating into the new development pattern of trade division and enhancing regional potential through promoting integrated development.
