In order to prevent the agricultural environment from deteriorating even further, and to ensure sustainable agricultural activities, based on the history, developing, the thesis proposes to apply the polluter pays principle in control of agricultural pollution, cross application of the"polluter pays principle"and"provider gets principle", that is to say, an expanding polluter pays principle, boosts agricultural producers turn to cleaning production in the control system of the full scope.The experiences of OECD, USA, EU and its members, and Canada show that application of the expanding polluter pays principle, both the punitive measures and incentive plans could encourage the enthusiasm of agricultural producers, and protect the agricultural environment.Learning from other countries experiences, based on our real national situation, the liability subjects and the liability standards of agricultural contamination should be identify scientifically exceeded the setting rules and standards that preserving the environment and the landscape, and the polluter pays principle should be applied; at the same time, we should take into account that, beyond their obligations, farmers employ their own private resources and factors of production to deliver environmental public goods and services which are of interest to the wider public and society. They should enjoy the motivation and support of the community, "provider gets principle" should also be applied, and finally encourage the agricultural producer to change the producing concept, to pursue cleaning production from polluted terminal control to the control of the whole production process, to achieve the goal of protecting our agricultural environment and promoting the sustainable development of agriculture.
