The violent and predatory exploitation of mineral resources by humans has neglected ecological environment conservation and mine ecological restoration for a very long time,causing severe damage to the natural environment and tarnishing the mining industry.China has also enacted laws and regulations on mine ecological restoration in recent years,but due to problems such as a more complex actual situation,lax local government management,and a massive funding gap,etc.,"old accounts are not clear and new accounts are growing" in mine ecological restoration.As the Yangtze River Economic Belt’s major province for mine ecological management,Guizhou has been alerted multiple times about mine environmental management issues.It is evident that in the process of mining ecological restoration,local governments continue to exercise inadequate oversight,fulfil their responsibilities inadequately,and even violate several laws and regulations.How to better carry out mine ecological restoration is a requirement of history and progress,as well as a crucial aspect of the new era’s ecological civilization creation.It relates to ecological security,resource security,and human security,and is a crucial aspect in putting the "two mountains" idea into practise and achieving sustainable development.Using J mine in B city,Guizhou province as an example and focusing on the topic of typical mine ecological restoration,this study analyses and evaluates the ecological environment status of J mine,the restoration results,and the performance of local governments during the restoration process.This research examines the J mine’s implementation of a typical mine ecological restoration project,analyzing the sources of the issues and proposing solutions and proposals for such restoration.This paper is separated into five sections: The introduction is the first section.This paper elucidates the research context,significance,content,and methods,integrates the research methods of existing literature,reviews and categorises the origin and development status of mine ecological restoration domestically and internationally,and summarises the limitations of current research.On this basis,it describes the content to be enhanced,emphasises the direction of major requirements,and analyses the paper’s potential innovations and flaws.The second section consists of the definition and theoretical foundation of concepts,the delineation of the borders between related concepts,and the provision of a theoretical foundation and methodological support for the succeeding chapters.In China,the third section delineates the laws,regulations,and document system of mine ecological restoration,categorizes the pertinent management system,and evaluates the present management system and management mode of mine ecological restoration.On this basis,this paper summarises and analyses the current state of J mine restoration and management in B city,sorts out the primary mine ecological environment problems and the primary methods and effects of mine ecological restoration and management in the region,and demonstrates the fundamental state of J mine restoration and the performance of local government duties.According to the current state of J mine ecological restoration,the existing problems are studied in detail in the fourth section,and the causes of the problems are investigated on the basis of their identification.Combining advanced domestic and international experience and referencing the best practises of other provinces in China,the fifth section proposes specific countermeasures and suggestions for enhancing the management capability of mine ecological environment restoration and local government performance.In this paper,the new public management theory,economic theory,and land resource management theory are used to construct the structural framework,and the theory of man-land coordination and ecological civilization are applied to the study of local government responsibility in mine ecological restoration.Using the entire restoration process of a specific mine restoration demonstration project as an example,several more efficient and operable management methods and solutions for the current difficulties are proposed.These methods and proposals have a high degree of operability and practicability.In the future,it is intended that this report will serve as a resource for local government managers in comparable or different places.
