In order to strengthen the effectiveness of the environmental impact assessment(EIA)system on environmental protection,and promote the follow-up supervision and reform of the environmental impact assessment system,the ministry of ecology and environment has proposed new requirements to strengthen supervision during and post-event.This study sorts out the environmental supervision content involved in the during and post-event phase in EIA of the construction project,and focuses on improving the effective implementation of the pollutant discharge permit system and environmental protection acceptance system involved in the during and post-event phase to ensure the effectiveness of supervision during and post-event.In this study,firstly,through literature research,interviews with experts and relevant practitioners,the status quo of supervision during and post-event in EIA is collected,and the analysis method of stakeholders is used to clarify the problems of all parties in supervision during and post-event and to build a list of issues;second,set the city of Chongqing as an example,conducted an empirical analysis of the supervision during and post-event in the EIA of construction projects in Chongqing through a questionnaire;it used an exploratory factor analysis method to diagnose major stakeholders and major regulatory issues and construct a framework of major stakeholders and major issues;Finally,according to the data analysis results,put forward countermeasures and suggestions to improve the supervision during and post-event.The analysis results of the research data,show that there are five major regulatory issues in Chongqing’s pollutant discharge permit system: "approval management ability","legal supervision and law enforcement","pollutant discharge permit spot check","data submission and actual pollutant discharge behavior" and "expert professional ability".There are five major supervision issues in the environmental protection acceptance system: "acceptance report evaluation and review","information publicity and external supervision","acceptance work content","design,construction and testing",and "implementation of system indicators".The major stakeholders involved are all enterprises,the ecological environmental departments,experts,and major issues are interrelated and influence each other.Among them,the problems in the“approval management capability” of the pollutant permit and the “implementation of system indicators” in environmental protection acceptance are more important.The analysis results show that:(1)the construction unit has insufficient self-supervision,the submission content is untrue,and the publicity information is not in place;(2)the ecological environment department has insufficient approval ability,the review of documents is not in place,and the law enforcement is ineffective;(3)the experts have their own problems such as low quality,insufficient professional knowledge,and insufficient understanding of current laws and regulations;(4)The remaining stakeholders,such as testing agencies,design units,and construction units,although there are also regulatory issues,are not the main issues and have limited impact.Therefore,this study puts forward countermeasures and suggestions such as“establishing a self-monitoring management mechanism","strengthening the training of pollution prevention technicians","improving the capacity of approval personnel","strengthening third-party technology procurement services". |
